The Planning & Development Department has established a list of pre-qualified, On-Call environmental consultants available for hire by applicants preparing environmental documentation in accordance with the California Environmental Quality Act (CEQA) for development projects. Each consultant on the City’s On-Call list maintains an active contract with the Department, which outlines the applicable terms, conditions, and performance standards governing the scope of services.

Applicants are responsible for selecting and coordinating directly with a consultant from the list to develop a proposed Scope of Work. This Scope must be signed by both the applicant and the selected consultant and submitted via the portal provided below for review by the Planning & Development Department. The Department will evaluate the proposal to ensure its adequacy and compliance with CEQA requirements.

Upon approval of the Scope of Work, the applicant will be required to submit a deposit into a City-managed trust account. Once the deposit is received, the consultant may proceed with preparation of the environmental document.

Please note that the selection of a consultant from the City’s On-Call list is at the sole discretion of the applicant. The City does not guarantee the award of any project to consultants on the list. All work performed by the consultant shall be conducted on behalf of, and under the direction of, the City of Fresno.

The City reserves the right to update or revise the On-Call consultant list at its discretion. Each project will be assigned to a Planner for review, and applicants will be contacted within one week regarding the status of their submitted Scope of Work.
