Before you start, you will need:

  • Your utilities account number
    Your utilities account number is printed on your monthly utility statement.
  • Internet Access PIN
    A randomly generated Internet Access PIN or personal information number will appear in the upper right hand corner of your monthly statement if you have not registered. Once you register, your PIN will no longer appear.
  • Your new PIN
    This is a new personal identification number of your choice that you will enter and confirm. Your new PIN can be 5–10 positions long and can contain both letters and numbers.

Simple steps to registration:

  1. Login using your utilities account number and Internet Access PIN. Enter your full account number complete with “-“ and your Internet Access PIN. Both can be found on your utility statement
  2. Create and confirm your new PIN, and enter a clue as a reminder. Your new PIN can be 5–10 positions long and can contain both letters and numbers.
  3. Enter your e-mail address.
  4. Press the “SUBMIT” button.
  5. A thank you screen will appear and a confirmation e-mail from “ubc@fresno.gov” will be sent to the address provided.
  6. To complete registration, you MUST click the link in the email and login. A confirmation screen will be displayed to confirm your successful registration.

In accordance with PayCard Industry recommendations, the Online Utility Payment system will periodically be purged of all stored credit card numbers to reduce the potential for old numbers to be retained indefinitely.

Security: The web server uses 128-bit encryption standard to provide secure access for all connections. Utilities account information is retrieved from the City of Fresno’s utility billing server. No sensitive information is stored on the server.

Water Affordability Credit Program
The City Water Affordability Credit Program (Water ACP) offers financial assistance to qualified low-income water utility accountholders.

The credit is $5 per month with a maximum of $60 in a 12 month period.

The Water ACP is funded for a maximum of $1 million and to approximately 16,700 qualified accountholder per year. Once that limit is met for the year there will not be any more funds until the following year.

Customers will need to reapply each year to receive the credit. To see if you may qualify, open the Water Affordability Credit application form below.

Enrollment for the Water Affordability Credit Program is closed for the current fiscal year. Enrollment for the next fiscal year will begin in May.

Residential Sewer Rates

Residential wastewater charges are determined based on number of living units. There are currently two residential billing classifications: Single Family Residential (SFR) and Multi-Family Residential (MFR). Billing for residential customers is performed bimonthly by the City of Fresno.

PRETREATMENT CHARGES
A pretreatment surcharge is levied to all users for the implementation of the pretreatment program.

  • PT04: Residential @ $0.06 per month

Commercial Sewer Rates

Commercial facility wastewater bills are calculated based on flows and loadings. The flows are generally based on potable water meter consumption (SP), but in certain circumstances may be based on an estimated effluent discharge (EF) to the sewer for a particular entity. The loadings are primarily based on historical sampling data for the business type. There are currently three levels of commercial billing at which a customer may be placed.

These levels are based on the discharge strength of the business as measured by Biochemical Oxygen Demand (BOD) and Total Suspended Solids (TSS). Also included in the wastewater billing are pretreatment surcharges which are based on the business activity. Billing for Commercial businesses is performed bimonthly by the City of Fresno. There is a minimum charge for all commercial businesses of $24.98 per month.

POTABLE SEWER COMMERCIAL HIGH (CH)

  • Having BOD or TSS of 501 mg/L or greater
  • Wastewater charges are SP = $3.514 per HCF or EF = $3.864 per HCF

POTABLE SEWER COMMERCIAL MEDIUM (CM)

  • Having BOD or TSS of 201 mg/L to 500 mg/L
  • Wastewater charges are $1.792 per HCF of water consumption or $1.973 per HCF of Effluent volume

POTABLE SEWER COMMERCIAL LOW (CL)

  • Having BOD and TSS of 200 mg/L or less
  • Wastewater charges are $1.077 per HCF of water consumption or $1.184 per HCF of Effluent volume

The difference in rates between water consumption SP and EF is based on a built in irrigation credit found in the rate structure. SP rates are less because of this built in credit.

PRETREATMENT SURCHARGES
A Pretreatment Surcharge is charged to all users to pay for the pretreatment program. Pretreatment Surcharges are categorized as follows:

  • PT02: All commercial establishments which may require pretreatment and monitoring activity (automotive repair, bakeries — retail, restaurants, car washes are a few examples) @ $4.05 per month.
  • PT03: Sanitary discharge only (offices, automotive retail, business/services) @ $1.29 per month.

Industrial Sewer Rates

Industrial facility wastewater bills are calculated based on flows and loadings. The flows are either based on effluent values (EF) or potable water meter consumption (SP). Effluent values can be physically measured or calculated by use of production meters. Loadings are assigned based on the facility’s discharge type and by sampling information. There are currently two levels of industrial billing at which a customer may be placed.

The assignment of the level is based on the industries discharge to the sewer system. If the industry discharges only sanitary waste to the sewer system then it is placed in the Industrial Low (IL) classification. If the facility discharges process waste then it is placed in the Industrial High (IH) classification. Loadings for the IH classification are determined by the sampling of the facility’s discharge and is based on an average of the sampling conducted in the billing period. The facility’s discharge strength
is measured by its Biochemical Oxygen Demand (BOD) and its Total Suspended Solids (TSS) concentrations. The IH classification is billed based on three components, BOD, TSS and flow. Billing for Industrial Facilities is performed bimonthly by the City of Fresno. There is a minimum charge for all industrial businesses of $24.98 per month.

POTABLE SEWER INDUSTRIAL HIGH

  • BOD charges are $0.261 per pound
  • TSS charges are $0.296 per pound
  • Flow charges are SP = $0.507 per HCF or EF = $0.559 per HCF

POTABLE SEWER INDUSTRIAL LOW

  • Wastewater charges are SP = $1.077 per HCF or EF = $1.185 per HCF
