Utilities Billing & Collection (UB&C) is responsible for the billing and collection of the City of Fresno’s utility fees and charges.  UB&C collects fees for Water, Sewer, Solid Waste, and Community Sanitation.

Make A Payment

The City of Fresno has made it easier than ever to pay your utility bill online.  With the online payment service provided by First Billing, you can schedule and automatically pay your bill, use your checking account to pay, or even pay by text message.

Online Payment Options

  • E-Check/ACH – Pay your utility bill – up to $10,000 – with your checking account.  There is a $0.89 service fee for all E-Check/ACH payments.
  • Debit/Credit cards – up to $5,000 per transaction. There is a 2.3% service fee for all debit/credit card transactions.
  • Autopay – Establish a recurring monthly payment using your major credit/debit card (Visa, MasterCard, American Express, Discover) or bank account routing number.  There is a 2.3% service fee for all debit/credit card transactions.
  • Text to Pay – After choosing to receive your billing notification through text, you will be able to pay your bill by replying to your text bill for the full amount owing on your account.  You can choose to pay the bill immediately or select an upcoming date if that works better for you.
  • PDF Statement Copies – Electronic copies of your bill will be retained and available for reprint for a rolling 36 months following the billing date effective immediately.  There is no additional charge for this service.

Understanding Your Bill

The City of Fresno bills primarily for four services: Solid Waste (garbage, recycling and green waste disposal), Sewer, Community Sanitation, and Water.  Customers may be billed for any combination of services based on what services are available and provided to a specific property.

  • Solid Waste service is billed at a flat rate depending on the size and quantity of containers utilized by a property.
  • Sewer service is billed at a flat rate for residential properties based on the number of units, while commercial and industrial properties are billed based on loading and consumption/usage.
  • Community Sanitation service is billed at a flat rate citywide.
  • Water service is billed in two parts:
    • A flat rate service charge based on meter size; and
    • A quantity charge based on consumption (the amount of water used).

EyeOnWater

Since water service is the only utility charge based on consumption, the City of Fresno offers customers the opportunity to monitor their water usage with the EyeOnWater tool.  Signing up is quick and easy.  For more information, visit the EyeOnWater page.

  • IMPORTANT NOTE: Water consumption data in EyeOnWater is displayed by calendar month, but utilities billing cycles do not necessarily align with the calendar month – they vary by cycle and water meter reading dates.  While customers can obtain data with EyeOnWater by calendar month, it is likely that the information may not exactly align with the usage data that shows on your billing statement.

WaterWeb Customer Portal
Customers can use the WaterWeb Customer Portal to access their records of water conservation incidents and fines or request an exemption from the Outdoor Water Use Schedule.

Billing Cycles

The City of Fresno bills customers on a monthly cycle.  Customer billing is divided into 28 geographic billing cycles in a single month, totaling approximately 5,000 customers billed each cycle.  Customers will continue to be billed until closing an account, even if water is shut off for non-payment.

Since water service is based on monthly consumption, water meter data is utilized to calculate the amount to be billed.  Water service consumption data is obtained at the end of the customer’s billing period and doesn’t necessarily align with the end of a calendar month.

Discount Rates – Solid Waste & Sewer

Solid Waste Low-Income Senior Citizen Rate
Senior citizens (62 years or older) meeting all of the conditions listed below qualify for a discounted rate (14% discount) for solid waste services:

  • Solid Waste utility service must be in the name of the senior citizen;
  • Occupants of residence must be a senior citizen or dependents of a senior citizen;
  • Benefitting senior citizens must meet California Public Utilities Commission poverty level guidelines;
  • Benefitting senior citizens must notify the City when they no longer qualify.

Sewer/Wastewater Senior Citizen Rate
Senior citizens (62 years or older) meeting all of the conditions listed below qualify for a discounted rate (10% discount) for sewer/wastewater services:

  1. Single-family residents only;
  2. Sewer/Wastewater service must be in the name of the senior citizen;
  3. Occupants of the residence must be a senior citizen or dependents of a senior citizen;
  4. Benefitting senior citizens must notify the City when they no longer qualify.

Water Affordability Credit Program

The City’s Water Affordability Credit Program (Water ACP) offers financial assistance to qualified low-income water utility account holders.

Qualified customers will receive a credit of $5 per month with a maximum of $60 in a 12 month period.

The Water ACP is funded for a maximum of $1 million, or approximately 16,700 qualified accountholders per year. Credits are available on a first-come, first-served basis.  Once the limit is met for the year, there will not be any more funds available until the following fiscal year, which begins on July 1st. Customers must reapply each year to receive the credit.
