Vehicle Miles Traveled Reduction Program

Vehicle Miles Traveled (VMT) is a metric used to measure transportation impacts of new development projects, as required by state law. It is calculated by multiplying the daily car trips expected to be generated by a new development by the distance of those trips to their destinations.

The City of Fresno has developed a VMT Reduction Program to reduce VMT and associated greenhouse gas emissions, while streamlining the environmental compliance process for development projects that generate vehicle trips.

The VMT Reduction Program includes two major components that can be applied individually or in combination:  an Urban Design Calculator (UDC), which estimates the impact of incorporating various design elements to reduce VMT;  and a mitigation fee  that would be used to fund VMT-reducing projects throughout Fresno.

Potential VMT-reducing measures to be funded from the mitigation fee bank may include active transportation improvements, multi-modal transportation programs, and improved street connectivity. This includes bicycle, pedestrian and transit facilities. The map below depicts the projects proposed to receive funding from the VMT mitigation fee for the first phase of the Program.
