Under supervision, Accountant-Auditor II performs professional accounting work in maintaining, reconciling, and auditing accounts, as well as preparing a variety of accounting reports and analyses. This requires the application of generally accepted accounting principles in which incumbents may independently maintain a variety of accounts or participate in the work of a unit engaged in collecting and recording financial information.
Duties may include but are not limited to the following:
- Prepares a variety of accounting reports; audits and balances ledgers; prepares financial reports on special assignments.
-Assist with completing the Annual Comprehensive Financial Report (ACFR).
-Support external audit functions by assisting with various external audit requests that may require collaboration with other City departments and/or outside agencies.
-Maintain records of all capital expenditures; ensuring that capital expenditures are classified appropriately for the purposes of year-end reporting
-Assist with ensuring that the City is in compliance with all Governmental Accounting Standards Board (GASB) implementations.
- Audits agencies under agreements with City and commercial tenants of City property for compliance with terms of leases
- Performs internal cash and other audits as required; prepares written reports of audits with suggested changes or improvements when necessary.
- Prepares accounting analyses; distributes revenues and expenses; prepares vouchers for general ledger entries; audits daily cash sheets.
- Provides a check and balance function for all City expenditures and verifies fund balances prior to their payment.
- Maintains accounting records; prepares trial balances and monthly and annual financial reports; maintains City asset inventory control records; processes journal entries; processes invoices.
- Maintains the City's self-funded Health and Welfare Trust and the Local 39 health plan; establishes monthly eligibility; prepares payment requests and disburses payments; prepares reports regarding revenue and disbursement.
- Performs accounting and auditing of State and/or Federal Grants to maintain compliance with the associated programs for which the City may be eligible.
- Prepares Risk reimbursement packets for property losses and accidents and tracks expenses.
-Analyses revenues and expenditures ensuring that capital expenditures are classified appropriately for grant eligibility. Prepares grant reimbursements for local, state, and federal grants.
-Assists in the annual capital budget preparation in accordance with City's Budget Procedures Manual (BPM.)

The current vacancy exists in the Airports Department however, this class exists in multiple departments and the list generated from this recruitment will be used to fill future vacancies.
Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. The Requirements

OPTION 1:
One (1) year of experience equivalent to that gained as an Accountant-Auditor I in the City Service.
Equivalent experience may be defined as performing professional accounting and/or auditing duties requiring the application of generally accepted accounting principles in a governmental setting.
AND
Three (3) years of experience interpreting and processing financial data, records, and transactions, and resolving complex technical accounting problems.
AND
Twenty (20) semester units in accounting from an accredited college or university.
OPTION 2:
One (1) year of experience performing professional accounting and/or auditing duties requiring the application of generally accepted accounting principles in a governmental setting.
AND
Bachelor's Degree from an accredited college or university, which includes twenty (20) semester units in accounting.

The Community

The Organization
Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The Mayor is elected at-large and does not serve on the Council, but has veto power over certain actions taken by the City Council. The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City.
The Department
The Parks, After School, Recreation and Community Services (PARCS) Department is dedicated to strengthening community through people, parks, and programs. The PARCS Department is comprised of six geographic operational areas (North, North Central, South Central, South, Regional Parks, and Camp Fresno); seven program areas (Sports, Youth Programs, Science Programs, Senior Programs, Youth & Veteran Employment, Adaptive Recreation, and Neighborhood Safety); and six administrative areas (Fiscal, Personnel, Customer Service, Community Outreach, Grants & Contracts, and Capital Projects Administration). As proposed for FY2026, PARCS will have a staff of 215 permanent positions and a budget of $64 million for operating and $68 million for capital projects.
The Parks Maintenance and Landscape Divisions work to maintain over 90 parks and 19 community centers, representing over 1,200 acres of open space. The Sports, Recreation, and Community Services programs offer a multitude of programming platforms responsive to all needs in the Community. Programs offered include activities for residents of all ages including daily after-school programs at 19 sites; daily senior programs at 9 sites; science programming offered community-wide and at the Highway City Science Center; City-led youth sports leagues; swimming lessons and recreation swim; summer and day camps; overnight and day camps at Camp Fresno; bicycle and pedestrian safety public education; adult sports leagues; neighborhood safety intervention programs; and adaptive recreation programs, to name a few.
In January 2018, the City Council adopted the Parks Master Plan Update. The adoption marked the culmination of nearly 18 months of community outreach, stakeholder engagement, staff analysis, and a comprehensive evaluation of parks and amenities. The Plan serves as the visionary guide for improving Fresno’s parks, open space, and recreational services. The Plan provides recommendations, strategies, and highlights the community’s priorities for improvements.
On February 18, 2021, the City Council certified Measure P as passed, and collection of the special sales tax began July 1, 2021. The revenues generated by the Measure P use tax are allocated by the City of Fresno on an annual basis with additional independent oversight provided by the Parks, Recreation and Arts Commission (Commission) consisting of nine (9) members. The nine-member Commission is appointed by the Mayor and approved by City Council.
For FY 2026, the total estimated revenue receipts for Measure P are $47 million. Measure P proceeds are utilized to fund specific purposes defined in the ordinance:
- Improving and Maintaining Safe, Clean Neighborhood Parks and Playgrounds.
- New Neighborhood Parks; Senior and Youth Recreation Facilities.
- Youth and Senior Recreation Programs; After School Programs; and Job Training for Youth and Veterans.
- Expanded Access to Arts and Culture.
- Safe Walking and Biking Trails; Street Beautification and Litter Removal; and the San Joaquin River Parkway.
- Program implementation, planning andplan updates, program and project innovation, and audit and oversight support.
The PARCS Department implements a large capital improvement program, consistent with the goals of Measure P and the Parks Master Plan. Through generous grants, partnerships, and investments from the City’s general fund, the FY26 capital program includes over 90 projects representing a 1-year investment of $68 million. Major improvements are underway to modernize and improve existing facilities, including play structures, sports courts and fields, community centers, and more. Seven new parks and park facilities are currently in development, and many more are planned to begin acquisition and development in the coming year.
The Position
The Assistant Director of Parks, After School, Recreation and Community Services oversees the department’s daily operations and collaborates closely with Division Managers. The incumbent exercises considerable judgment and discretion in the administration and direction of the department and its operations. The Assistant Director is responsible for implementing objectives related to the operation, maintenance, and enhancement of parks, recreation, and community services programs. This is an unclassified position in which the incumbent serves at the will of the Department Director.
In addition, the Assistant Director acts as technical advisor to the Director, City Manager and City Council and attends meetings of the City Council, boards, commissions, and committees relevant to parks, recreation and community services. The Assistant Director participates in the preparation and administration of the Department’s annual operating and capital budgets. The Assistant Director is expected to coordinate activities with other departments within the City of Fresno, as well as division sections and outside agencies.
The Ideal Candidate
The Department Director is seeking a strong and innovative leader who will assist in implementation of the long-range vision of providing parks, facilities, and programs that enable residents to live their best lives. The position will serve as a key member of the Department’s management team and must demonstrate a strong record of establishing strategic and effective partnerships with a variety of community stakeholders in order to achieve the mission of the City. The ideal candidate must have excellent written and verbal communication skills and the ability to prepare clear, concise, and comprehensive reports, records, and other written materials for a variety of audiences.
The ideal candidate should be a service and solution-oriented person who is skilled in Parks and Recreation activities, and who possesses excellent leadership skills. The ideal candidate will have a record of straightforward and open communication and a willingness to make effective decisions within the parameters of the position, as well as the ability to effectively manage conflicting perspectives. The ideal candidate will also have a strong background in project management, program administration, and overseeing fiscal programs consisting of multiple fund sources with complex regulatory requirements.
The PARCS Department is a dynamic and ever-evolving organization which underwent significant expansion and reorganization over the prior two years to align with the expanded scope of responsibilities and scale of investment provided by Measure P and other outside funding sources. The Assistant Director position is a vital member of this ongoing transformation, who will work closely with other City Departments, community leaders, and staff to support the City Manager and the Mayor’s vision for the City of Fresno.
Minimum Requirements
A background that includes a Bachelor’s Degree from an accredited college or university with major course work in Recreation, Business Administration, Public Administration, Regional Planning or a related field and five (5) years of progressively responsible and directly related management experience; OR
Nine (9) years of directly related experience including five (5) years at the management level will be considered qualifying for this position. A Master’s degree in a related field is highly desirable. Possession of a valid California Driver's License is required at time of appointment.

Compensation and Benefits

Under supervision, Commercial Building Inspectors examine, evaluate, and approve building construction, electrical, plumbing and mechanical installations in residential, commercial and industrial buildings in accordance with applicable building regulations and codes, and whose plans and specifications require the signature of a professional licensed by the State of California. Commercial Building Inspectors also provide consulting services to architects, engineers, designers, contractors, and owners.

The Fresno Police Department strives at providing the citizens of Fresno a safe and protected community. Fresno PD is currently seeking experienced dispatchers to provide excellent and prompt customer service. Journey level dispatchers shall answer and evaluate emergency police and emergency medical service calls; operate a multi-channel Computer-Assisted Dispatch (CAD) system console and related equipment to dispatch appropriate public safety units; and prepare police and fire reports and records. Incumbents are expected to perform emergency dispatch duties using a considerable amount of independent judgment. Must receive certification by the Police Department verifying that the incumbent is capable of performing solo radio duty within 12 months of appointment.
Employees may be assigned to work any eight- or ten-hour shift and may be required to work weekends and holidays.

The Environmental Compliance Inspector (ECI) is responsible for ensuring compliance with Publicly Owned Treatment Works and Industrial Pretreatment Program requirements, as well as other federal, state, and local requirements. ECIs enforce the provisions of wastewater discharge permits, ordinances, and applicable rules and regulations to ensure compliance with a variety of local, state, and federal requirements.
Duties may include but are not limited to the following:
- Ensures and protects Publicly Owned Treatment Works (POTW) compliance.
- Monitors and enforces Industrial Pretreatment Program (IPP) requirements; ensures compliance with federal, state and local requirements.
- Reviews Wastewater Discharge Permit Applications; issues discharge permits pursuant to the IPP.
- Identifies, inspects, and evaluates new industries for IPP applicability; conducts compliance and enforcement inspections on permitted and non-permitted industries and commercial businesses; investigates instances of non-compliance; issues violation notices and penalties; responds to and investigates illicit discharge situations.
- Conducts and performs all types of sampling and field testing; analyzes laboratory data for effectiveness and compliance.
- Performs sewer billing activities, including but not limited to, data collection, sewer billing categorization, and effluent and production meter readings.
- Participates in development and revision of City codes, ordinances, IPP, Enforcement Response Plan, , etc.
- Maintains monitoring and sampling equipment in operating condition; maintains comprehensive inventory of tools, equipment, spare parts, etc.
- Operates a variety of Class C motor vehicles on surface streets and highways, potentially driving in excess of 100 miles per day.

Under supervision, Housing Rehabilitation Specialists perform office and field work related to all phases of housing rehabilitation projects, from initial inspection and evaluation through the completion of construction. Incumbent will evaluate housing structures, including both single-family and multifamily units, for rehabilitation in accordance with the City's housing rehabilitation programs, ordinances, building codes and other housing quality standards. Duties include conducting; coordinating the bid process with homeowners and contractors; conducting walk-throughs with contractors to review the scope of work; inspecting contractor work for quality, adherence to repair specifications, and rehabilitation standards; preparing change orders as needed; and ensuring projects are completed timely and within budget. The incumbent will also provide administrative and technical assistance to property owners, maintain accurate records of rehabilitation activities related to grant and loan projects, and establish and maintain effective working relationships with those contacted in the course of work. This position requires driving approximately 60 percent of the time and therefore requires a valid driver's license.

Working a 4 day per week, 10 hour per day work schedule, with weekends off. Under supervision, Services Aides may perform any of the following duties:
- Assist with all phases of landscape maintenance including raking, weeding, trimming, plant replacement, and landscape improvements.

The staff in this new department will be focused on critical capital projects delivery. The Capital Project Department has Licensed Professional Engineer openings in the Design Services Division, Transportation Project Management Division and the Utilities and On-Site Project Management Division. DEPARTMENT OF PUBLIC UTILITIES: Oversight on the planning, design, and construction of potable water, recycled water, and wastewater projects, as well as providing oversight on water resources management matters. Knowledge and experience with the Fresno Metropolitan Water Resources Management Plan, Groundwater Sustainability Management Plan, Urban Water Management Plan, Recycled Water Master Plan, and Sewer Collection System Master Plan, and the Central Valley Project Contract, is preferred.

The City of Fresno is seeking an experienced leader to expand access to arts and culture through administration of the Measure P Expanded Access to Arts and Culture (EAAC) Grant Program.
ABOUT MEASURE P AND CULTURAL ARTS
The City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department administers funding from Measure P, a local sales tax that invests in improving and maintaining parks and facilities, creating new parks and trails, and funding recreation, community, and arts and culture programs. On an annual basis, twelve percent (12%) or approximately $5 million dollars, of Measure P funds are allocated to the EAAC grant program.
Grants funded through EAAC are implemented by the Parks, Recreation and Arts Commission (Commission) in partnership with the Fresno Arts Council, or its successor local arts agency, using multiple solicitations that allow for a diverse set of programs. Grants include different program sizes and reach, including core operating and project-support funding for nonprofit organizations.
The City of Fresno’s Cultural Arts Plan guides this work and was adopted by the Fresno City Council on August 10, 2023. The Cultural Arts Plan identifies needs and opportunities in the arts and culture community, prioritizes outcomes and investments, and develops a vision and goals for the future of Fresno arts and cultural programs that are reflective of the cultural, demographic, and geographic diversity of Fresno.
THE PROGRAM ADMINISTRATOR
The ideal Program Administrator will demonstrate knowledge and experience in several of the following areas: arts, cultural arts, cultural studies, grant administration and management, program implementation, nonprofit operations, principles of financial management, transparency and ethics in the public sector, customer service, community engagement, project management, public administration, communication, public speaking, evaluation, budgeting, planning, training, and collaborating with a wide diversity of community groups to expand access to resources.
Typical duties for this role will include but are not limited to: providing day-to-day leadership for the team responsible for implementing the Expanded Access to Arts and Culture Grant Program; preparing written reports, memos and presentations for the Commission and the Fresno City Council; tracking progress toward achieving the goals outlined in the Cultural Arts Plan; facilitating a transparent grant application, grant review and grant making process; ensuring fiduciary oversight of grant funding through adherence to all generally accepted accounting principles, administrative orders and laws; providing training and technical assistance to grantees; communicating with stakeholders; and ensuring compliance with all aspects of Measure P and the Expanded Access to Arts and Culture Grant Program.

The Senior Water Treatment Plant Operator (Surface Water Treatment Facility) operates on a shift basis, assigned to any of the City's three surface water treatment facilities, which include; a 30 MGD T5 conventional facility, a 4 MGD Trident upflow clarification facility, and a new 56 MGD conventional facility. The new facility is a conventional pretreatment with 3-stage flocculation and sedimentation with plate settlers, ozone, and filtration operational facility, servicing the Southeast population of the City of Fresno.
The Senior Water Treatment Plant Operator is the advanced level class responsible for performing technically complex work in the operation of surface water treatment facilities. Incumbents exercise considerable independent discretion and judgment in matters related to work procedures and methods.
Duties include, but are not limited to: monitoring plant performance by conducting analyses on samples from various stages in the treatment process; reading gauges, make flow adjustments, and controls reservoir levels using SCADA computers. Positions at this level require demonstrated ability to perform the most advanced functions related to the maintenance and repair of equipment at water treatment/production facilities, such as performing routine and non-routine maintenance on chemical feed equipment, pumps, motors and valves, and troubleshooting equipment as necessary.
Due to the nature of the work environment the incumbent is required to participate in a medical monitoring program to ensure respiratory fitness for using required respiratory equipment.
Vacancies currently exist in the Water Division of the Department of Public Utilities; however, the eligible list created from this recruitment will be used to fill the current and future vacancies throughout the duration of the list. The City of Fresno operates a family and group camp (Camp Fresno/Camp Fresno Jr.) located on Dinkey Creek, 15 miles east of Shaver Lake and 65 miles from Fresno. Weather is typical of the Sierra Nevada Mountains; summers are normally dry with occasional thundershowers and temperatures in the 80’s F.
The City of Fresno is seeking dedicated, self-motivated, and passionate people. Positions filled by this recruitment will provide youth programming for Camp Fresno attendees. Positions include camp counselors and cooks.

Distribution/Meter operational area:
Incumbent(Water System Supervisor plans, coordinates, assigns, participates in, directs, and supervises the day-to-day work activities of water system staff performing manual, semi-skilled and skilled work in the testing, cleaning, maintenance, inspection, repair, installation, and construction of the City's water system.One vacancy exists in the Department of Public Utilities Water Division, in the Distribution/Meter Operational Area. The incumbent will be responsible for supervising, planning, coordinating, assigning and directing the day-to-day work activities of 15-20 Water Distribution/Meter employees. Incumbent will plan and execute water systems preventative maintenance programs and measures designed to prevent service interruption to our customers. Will also be responsible for the coordination of division activities with other City divisions, departments, and public agencies.
Incumbents will be required to be on a weekly rotation 24/7 on call with other supervisors. Incumbents[JS1][CC2] may be required to work evenings, holidays, and weekends, as part of a regular work schedule.
Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.

The Requirements
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list:
Experience: One (1) year of full-time lead or supervisory work experience
AND
Education: Graduation from an accredited college or university with a bachelor’s degree in civil or sanitary engineering, water supply, hydraulics, or a closely related field;
OR
Experience: Two (2) years of progressively responsible full-time paid work experience in the operation and maintenance of community water systems which includes one year of full-time experience providing lead or full first-line supervisory direction
AND
Education: Twenty-four semester units from an accredited college or university in civil or sanitary engineering, water supply, hydraulics, or a closely related field;
OR
Experience: Three (3) years of progressively responsible full-time paid work experience in the operation and maintenance of community water systems which includes one year of full-time experience providing lead or full first-line supervisory direction.

Possession of a valid California Driver's License is required during the entire term of employment as a Water System Supervisor. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
The selected eligible candidates certified will be required to successfully pass a department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.
Special Requirements
For current vacancy assignments to Water Production/Recharge, and Electrical, Instrumentation, and SCADA, possession and continued maintenance of a valid Water Distribution Operator Certificate, Grade D3, issued by the California State Water Resources Control Board, within eighteen months of assignment.
For assignment to Surface Water Treatment Operations, must possess and continue to maintain a valid Water Treatment Operator Certificate, Grade T4, issued by the State of California, Department of Health Services, within eighteen months of appointment.
Selection Process
The examination process may consist of the following:
Application Review: Qualifying Only – Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the Oral Examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills, and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
Oral Examination: 100% – A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate's knowledge of: principle and practices of operations, installation, and maintenance of water systems; equipment used in testing, cleaning, inspection, repair and preventative maintenance and safety practices; ability to supervise, train and evaluate subordinate staff, communicate effectively, orally and in writing and establish and maintain effective working relationships. Candidates must achieve a passing score to qualify for the eligible list.
The oral examination has been tentatively scheduled for the week of March 16, 2026.

**REQUIRED: YOUTH AGES 16-30 YEARS OLD**
The City of Fresno is excited to offer youth between the ages of 16-30 years old the opportunity to gain valuable work experience in a public sector environment through temporary part-time paid employment in the grant funded One Fresno Youth Jobs Corps Program, as a workforce development program that invests in the next generation of city workers and city leaders. Limited wraparound services are available to remove barriers to employment.
The Participant assignments range from working outdoors in the field to working in an indoor setting including carrying out duties that serve our community for 20 hours per week with flexible availability which may include nights and weekends. This exciting opportunity is for up to 6 months.
The Requirements
To be considered for the One Fresno Youth Jobs Program applicants must complete prerequisites:

Step 2) Complete one week of 29 soft skill videos with the option of virtual or in-person sessions.
Applicants must be between the ages of 16-30 years old at the time of employment to participate in the grant funded One Fresno Youth Jobs Corps Program.
Candidates considered for hire must provide proof of a valid government issued photo ID, satisfactorily complete a Department of Justice fingerprinting. Possession of a valid California Driver's License at the time of employment may be required, depending on assignment.
Pursuant to City of Fresno Charter, temporary employment shall not exceed 2,080 hours within 2 fiscal years. These are temporary employment opportunities that do not provide health benefits, or retirement and are not in any way a guarantee of permanent employment. Assignment may end at any time.
