THE POSITION

Under supervision, Accountant-Auditor I performs professional accounting work in maintaining and auditing accounts. Incumbents perform professional accounting or auditing duties requiring the application of generally accepted accounting principles. Assignments may involve independently maintaining a variety of accounts, or participation in the work of a unit engaged in collecting and recording financial information.
Duties may include but are not limited to the following:
- Prepares a variety of accounting reports; audits and balances ledgers; prepares financial reports for special assignments.
- Performs detailed audits and examinations of records of commercial establishments for business license and room tax purposes.
- Audits agencies under agreements with City and commercial tenants of City property for compliance with terms of leases.
- Performs internal cash and other audits as required; prepares written reports of audits with suggested changes or improvements when necessary.
- Prepares accounting analyses; distributes revenues and expenses; prepares vouchers for general ledger entries; audits daily cash sheets.
- Provides a check and balance function for all City expenditures and verifies fund balances prior to their payment.
- Maintains accounting records; prepares trial balances and monthly and annual financial reports; maintains City asset inventory control records.
- Maintains the City's self-funded Health and Welfare Trust and the Local 39 health plan; establishes monthly eligibility; prepares payment requests and disburses payments; prepares reports regarding revenue and disbursement.
- Processes City payroll in accordance with City resolutions, Fresno Municipal Code, and agreements with labor organizations.
- Performs related duties as required.

Accountant-Auditor I differs from Accountant-Auditor II in that the latter is the experienced level class in which incumbents perform the full range of accounting or auditing duties with a minimum of supervision.
Incumbents may be required to work holidays and weekends per assigned department.
Current vacancies exist in the Finance Department; however, this class exists in multiple departments and the list generated from this recruitment will be used to fill future vacancies.
Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
THE REQUIREMENTS

OPTION 1:
A Bachelor's Degree from an accredited college or university which included twenty (20) semester units in accounting;
OPTION 2:
Three (3) years of experience equivalent to that gained as an Accounting Technician with the City of Fresno.
Equivalent experience may be defined as interpreting and processing financial data, records, and transactions, and resolving complex technical accounting problems.
AND
A minimum of twenty (20) semester units in accounting from an accredited college or university.

Under supervision, Accountant-Auditor II performs professional accounting work in maintaining, reconciling, and auditing accounts, as well as preparing a variety of accounting reports and analyses. This requires the application of generally accepted accounting principles in which incumbents may independently maintain a variety of accounts or participate in the work of a unit engaged in collecting and recording financial information.
Duties may include but are not limited to the following:
- Prepares a variety of accounting reports; audits and balances ledgers; prepares financial reports on special assignments.
-Assist with completing the Annual Comprehensive Financial Report (ACFR).
-Support external audit functions by assisting with various external audit requests that may require collaboration with other City departments and/or outside agencies.
-Maintain records of all capital expenditures; ensuring that capital expenditures are classified appropriately for the purposes of year-end reporting
-Assist with ensuring that the City is in compliance with all Governmental Accounting Standards Board (GASB) implementations.

- Prepares Risk reimbursement packets for property losses and accidents and tracks expenses.
-Analyses revenues and expenditures ensuring that capital expenditures are classified appropriately for grant eligibility. Prepares grant reimbursements for local, state, and federal grants.
-Assists in the annual capital budget preparation in accordance with City's Budget Procedures Manual (BPM.)

POSITION DESCRIPTION

Incumbents perform specialized work inspecting, installing, altering, adjusting, and maintaining heating, ventilation, air conditioning and refrigeration systems (HVACR) and support equipment at City facilities. Air Conditioning Mechanics will also perform major overhauls, repairs to the equipment and are expected to provide lead direction when other maintenance personnel assist in the performance of HVACR work.
Duties may include but are not limited to the following:
- Inspects and diagnoses, operates, maintains, repairs, installs and performs major overhauls to heating, ventilation, air conditioning and refrigeration systems and equipment, including but not limited to boilers, chillers, air handlers, air purifiers and scrubbers, cooling towers, heat exchangers, mixing boxes, furnaces, hot water heaters, pumps, valves, piping, ducting, control and chemical treatment systems, and similar equipment.
- Estimates and submits requisitions for necessary labor, materials and equipment; maintains written and/or computerized records of City heating, ventilation, air conditioning, refrigeration and related equipment.
- Adjusts valves, gauges, thermostats, meters and other controls to insure optimum effectiveness.
- May be assigned to specify, coordinate and inspect work performed by outside contractors.
- May perform various semi-skilled and skilled tasks on plumbing, electrical and pneumatic equipment, carpentry, metal fabrication, doors, locks, painting and general maintenance work.

Must possess at time of application a valid "Universal" technician certificate issued by a United States Environmental Protection Agency (EPA) approved certification program, as required by Section 608 of the Federal Clean Air Act and maintain this valid certificate for the entire term of employment in this class. Under general supervision, the incumbent will perform administrative duties contributing to the efficiency of Airport operations; monitors and inspects the airfield, airport facilities, and personnel to ensure compliance with Federal Aviation Regulations (FAA), Transportation Security Administration (TSA), and airport policies and procedures. In addition, the Airports Operations Officer is responsible for coordinating airport operations to ensure safety and security of the public, tenants and airport staff. An Airports Operations Officer I, after one year of satisfactory experience with the City, and upon recommendation of the supervisor, may be promoted to Airports Operations Officer II with a current monthly salary range of $5,761-$7,003.
Duties may include but are not limited to the following:
- Inspects airfield, terminal, perimeter and grounds for compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and Airport rules and regulations.
- Conducts inspections of airport lighting, taxiways, runways and aprons; and reports hazardous or substantial maintenance construction problems.
- Coordinates airport operations during assigned shift ensuring the safety and security of the public, tenants and airport staff.
- Directs and participates in the inspection of terminal buildings and ground transportation facilities, including concourse, terminal, gate areas, concession areas, interior and exterior of buildings, sidewalks, parking lots and public access roadways to assure the safety, security and efficiency of terminal and ground transportation operations.
- Submits maintenance requests based on observations and results of inspections.
- Monitors the activities of tenants, licensees, and maintenance personnel during assigned shift to ensure compliance with airport standards, policies and regulations.
- Issues and files Notices to Airmen (NOTAMS) to report all conditions that impact the safe operations of aircraft and ensures prompt communication to the FAA, air carriers and other airport users.
- Maintains a working knowledge of FAR Part 139 and other federal aviation regulations pertaining to airfield markings and lighting; and maintains a working knowledge of additional rules governing the certification and operation of the Airport.
- Works cooperatively with other divisions to ensure compliance with applicable aviation, safety, and security regulations.
- Provides support to Airports Operations Division in overseeing airside and/or landside operations on assigned shift; serves as a resource in resolving difficult problems; and provides input in employee performance evaluations.
- Provides frequent contact with Airport management to exchange information and concerns with respect to policies, procedures, airport activities, operating conditions, tenant relations, and FAA directives.
- May occasionally escort vendors or contractors, depending upon assignment and work location.
- May act as the airport's representative until relieved by higher authority and may be required to make decisions which may have an impact on the operation of the airport, such as opening and closing the runways for evacuation of the airport's facility.
- May serve on committees and attend a variety of meetings; and may be assigned to administrative tasks such as revising airport rules and regulations, emergency plans, certifications manuals, security plans, and training programs.

The City of Fresno is currently recruiting for a dynamic Airports Operations Supervisor.
Under supervision from the Airports Operations Manager, incumbents perform advanced and complex duties related to Airport operations management, inspections and compliance; plans, coordinates, supervises and evaluates the work of assigned staff; maintains department compliance and monitors and interpret a variety of federal, state and local airport regulations for updates, policy changes and new regulations. Monitors and inspects the airfield, terminal, perimeter, grounds and personnel to ensure compliance with Federal Aviation Regulations (FAA), Transportation Security Administration (TSA), and Airport rules and regulations, and reports deficient conditions for correction.There is currently one vacancy in the Airport/Operations Department located at the Fresno Yosemite International Airport (FAT).

The City of Fresno is recruiting for two Assistant Directors positions who will oversee the Administration and Construction Management Divisions in the Capital Projects Department.
The Assistant Director for Administration is responsible for the daily operations of the division and works directly with division managers and the team to support the entire department. The Capital Administration Division includes the Budget and Compliance Section, Project Management Office (PMO) Section, Real Estate Section and Personnel Section.
The Assistant Director for Construction Management is responsible for the daily operations of the division and works directly with division managers, inspection staff, client departments and contractors. The Construction Management Division provides capital project inspection, contract management, and surveying services for the City’s capital program.
Incumbents will exercise considerable judgment and discretion in the administration and direction of the department and its operations. In addition, Assistant Directors act as technical advisors to the Director and City Manager and attends meetings of the City Council, boards, commissions, and committees relevant to Capital Projects and related services. The Assistant Directors participate in the preparation and administration of the Department’s annual operating and capital budgets and is expected to coordinate activities with other departments within the City of Fresno, as well as division sections and outside agencies.
This is an unclassified position in which the incumbent serves at the will of the Department Director.
The Department
The Capital Projects Department is responsible for the design and construction of the City’s Capital Projects.

Our department is organized into five divisions:
- Capital Administration - The Capital Administration Division provides support for the entire department by providing several key support functions.
- Design Services – In-house design and project management teams focused on project delivery for transportation, utility, parks, fire and police projects.
- Transportation Project Management – Project management teams focused on project delivery for transportation projects.
- Utilities and On-Site Project Management – Project management teams focused on project delivery for utility, parks, fire and police projects.
- Construction Management – Oversees the construction of City capital projects.
The Divisions
The Construction Management Division has two distinct sections including the Capital Inspection Section and Survey Section. The Construction Management Division provides capital project inspection and contract management, and surveying services for the City’s capital program. The division is responsible for managing construction contracts, once executed, and working with the awarded contractors to deliver the capital project per the construction documents and City standards. The division staff work closely with Contractors, sub-contractors, utility companies, other agencies, other City departments and the community.
The Capital Administration Division spreads across three distinct sections, including the Budget and Compliance Section (which includes Finance Administration), Project Management Office (PMO) Section, and Real Estate Section. The Capital Administration Division provides support for the entire department by providing several key support functions including department budget and financial management, Project Labor Agreement and National Targeting Hiring reporting and compliance, Project Management Office (PMO) functions, real estate acquisition and disposal support.

The City of Fresno is the fifth-largest city in the state of California and is a full-service charter city that operates under a “strong mayor” form of government. Minimum Requirements
Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Public Administration, Regional Planning, Engineering, Architecture, Construction Management, or degree field(s) as deemed acceptable by the Director of Personnel Services and the appointing authority.

Five (5) years of directly related management experience as deemed acceptable by the Director of Personnel Services and the appointing authority.
OR
Nine (9) years of directly related experience including five (5) years at a management level.
For Construction Management: Directly related experience could include 9 years of experience in the construction industry. Various functions such as construction management, contract management, inspection, estimating, scheduling and other related duties would be applicable.
Possession, at time of appointment and continued maintenance, of a valid California Driver License is required.

The Ideal Candidate
Fresno is seeking experienced, engaged, and strong leaders who will assist in the implementation of the long-range vision for the Capital Projects Department.

Construction Management
A combination of technical field experience and resident engineer/office engineer experience is ideal. The Assistant Director of Construction Management will not only need to have the skills and experience to lead the Division of inspection and surveying staff; the incumbent also needs to have a strong moral compass and integrity. The Assistant Director will often be engaged in negotiations with contractors, attorneys, mediators and/or surety companies.
Administration
The ideal candidate is a seasoned administrative leader with deep experience supporting capital project delivery through strong budget management, financial oversight, compliance administration, real estate coordination, and project governance. They understand how an Administration Division anchors a municipal capital program ensuring transparency, accountability, and efficient use of public resources. This person excels at building and refining administrative systems, managing complex funding streams, and maintaining rigorous compliance with municipal, state, and federal requirements. They bring a steady, solutions-oriented approach to coordinating contracts, procurement, reporting, and real estate activities that enable capital projects to advance on schedule and within scope. The successful candidate is an effective communicator, a collaborative partner to technical and field teams, and a proactive steward of the administrative functions that keep a city’s capital program running smoothly.
It is important for the Assistant Directors to be trustworthy and capable of representing the department Director and serving as designee with contract documents. The ideal candidates will also have strong communication skills and take a proactive approach to resolving issues and communicating with the department Director, Council offices, City Manager’s Office, client departments, and/or the community. Lastly, the ideal candidates will help establish a culture within the department of always trying to improve in process and efficiency and who embodies a public servant leadership style is critical. An appreciation of diversity and the strength it brings to the workplace is essential.
Desirable Qualifications: Knowledge of capital project delivery, public-sector administration, construction management, design processes, transportation project management, and onsite and utilities project oversight.
Compensation and Benefits (Unit 2 Classification)
The City of Fresno offers an attractive and competitive salary and benefits package. The salary for the Assistant Director is $118,512 up to $204,648. The employee benefits package, as noted below, is subject to change and includes:
Retirement: Fresno City Retirement System; reciprocity with other public California systems. The City's pension funds are among the best-funded public systems in California and the nation. The City does not participate in Social Security. DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

City contributes up to $75 per month.

The Department
The Parks, After School, Recreation and Community Services (PARCS) Department is dedicated to strengthening community through people, parks, and programs. The PARCS Department is comprised of six geographic operational areas (North, North Central, South Central, South, Regional Parks, and Camp Fresno); seven program areas (Sports, Youth Programs, Science Programs, Senior Programs, Youth & Veteran Employment, Adaptive Recreation, and Neighborhood Safety); and six administrative areas (Fiscal, Personnel, Customer Service, Community Outreach, Grants & Contracts, and Capital Projects Administration). As proposed for FY2026, PARCS will have a staff of 215 permanent positions and a budget of $64 million for operating and $68 million for capital projects.
The Parks Maintenance and Landscape Divisions work to maintain over 90 parks and 19 community centers, representing over 1,200 acres of open space. The Sports, Recreation, and Community Services programs offer a multitude of programming platforms responsive to all needs in the Community. Programs offered include activities for residents of all ages including daily after-school programs at 19 sites; daily senior programs at 9 sites; science programming offered community-wide and at the Highway City Science Center; City-led youth sports leagues; swimming lessons and recreation swim; summer and day camps; overnight and day camps at Camp Fresno; bicycle and pedestrian safety public education; adult sports leagues; neighborhood safety intervention programs; and adaptive recreation programs, to name a few.
In January 2018, the City Council adopted the Parks Master Plan Update. The adoption marked the culmination of nearly 18 months of community outreach, stakeholder engagement, staff analysis, and a comprehensive evaluation of parks and amenities. The Plan serves as the visionary guide for improving Fresno’s parks, open space, and recreational services. The Plan provides recommendations, strategies, and highlights the community’s priorities for improvements.
On February 18, 2021, the City Council certified Measure P as passed, and collection of the special sales tax began July 1, 2021. The revenues generated by the Measure P use tax are allocated by the City of Fresno on an annual basis with additional independent oversight provided by the Parks, Recreation and Arts Commission (Commission) consisting of nine (9) members. The nine-member Commission is appointed by the Mayor and approved by City Council.
For FY 2026, the total estimated revenue receipts for Measure P are $47 million. Measure P proceeds are utilized to fund specific purposes defined in the ordinance:
- Improving and Maintaining Safe, Clean Neighborhood Parks and Playgrounds.
- New Neighborhood Parks; Senior and Youth Recreation Facilities.
- Youth and Senior Recreation Programs; After School Programs; and Job Training for Youth and Veterans.
- Expanded Access to Arts and Culture.
- Safe Walking and Biking Trails; Street Beautification and Litter Removal; and the San Joaquin River Parkway.
- Program implementation, planning andplan updates, program and project innovation, and audit and oversight support.
The PARCS Department implements a large capital improvement program, consistent with the goals of Measure P and the Parks Master Plan. Through generous grants, partnerships, and investments from the City’s general fund, the FY26 capital program includes over 90 projects representing a 1-year investment of $68 million. Major improvements are underway to modernize and improve existing facilities, including play structures, sports courts and fields, community centers, and more. Seven new parks and park facilities are currently in development, and many more are planned to begin acquisition and development in the coming year.

THE POSITION
Under supervision, a Building Inspector II examines, evaluates, and approves the construction or alteration of residential and light commercial buildings in accordance with the Building Plumbing Mechanical, and Electrical Regulations of the Fresno Municipal Code.
Building Inspector II is a combination working level class in the Building Inspection series. Incumbents engage in the enforcement of pertinent codes, ordinances, and regulations related to fire, life and health safety, accessibility, structural and nonstructural, plumbing, mechanical, and electrical elements of construction, for public or private building projects permitted within the City of Fresno and provide consulting services to architects, engineers, designers, contractors, and owners.
One vacancy currently exists in the Planning and Development Department within the Inspection Services Division. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three months.
THE REQUIREMENTS
These are entrance requirements to the competitive examination and do not assure a place on the eligible list. Applicants must meet the following minimum qualifications on or before the posted filing deadline in order to qualify:
One (1) year of experience equivalent to that gained as a Building Inspector I with the City of Fresno, completion of certification as a Combination Dwelling Inspector or Combination Inspector; and sixty (60) semester units of higher education as noted below;

Four (4) years of experience as a general contractor supervising more than one trade; and sixty (60) semester units of higher education as noted below;
OR
Six (6) years journey level trades experience involved in multi- or single-family residential or light commercial construction; and sixty (60) semester units of higher education as noted below;
OR
Three (3) years of experience as an Environmental and Safety Consultant II, Plumbing and Mechanical Consultant II, or Electrical Safety Consultant II with the City of Fresno or equivalent; and sixty (60) semester units of higher education as noted below.
EDUCATION: Accredited college or university major course work must be in one of the following: construction technology, architectural drafting, industrial technology, electrical engineering, mechanical engineering, engineering, engineering technology or closely related field.
SUBSTITUTIONS: Additional experience may be substituted for the required education on a year-for-year basis. Likewise, additional education may be substituted for the required journey level experience on a year-for-year basis up to two (2) years.

ADDITIONAL REQUIREMENTS
Possess a valid California Driver's License at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.
Incumbents selected must acquire certification from the International Code Council or International Conference of Building Officials as a "Certified Combination Dwelling Inspector," or "Certified Combination Inspector" during the first two years of employment in the Building Inspector series and maintain the required certificate for the entire term of employment in this job classification.
THE SELECTION PROCESS

Application Review - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited to the oral examination. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Oral Examination - (100%) A panel of subject matter experts may conduct a job-related Oral Examination in order to evaluate each candidate's knowledge of: specifications, codes, ordinances, regulations, and practices used in the design and construction of building, plumbing, mechanical, and electrical installations in residential and light commercial building occupancies and accessory structures; or other topics related to a candidate's training, experience and qualifications for the position of Building Inspector II.
The Oral Examination date is tentatively scheduled for the week of: June 8, 2026.
Candidates must achieve a passing score on the oral examination to qualify.

Qualified veterans who pass the examination may obtain five (5) additional points.

THE POSITION
The City of Fresno, Transportation (FAX) Department is currently recruiting for a Bus Equipment Attendant Leadworker. Under general supervision, the incumbent leads a
group of service workers and participates in the cleaning and fueling of diesel and gasoline powered City transit vehicles. Performs minor maintenance on cars, trucks, buses; and assists maintenance
personnel performing brake overhauls, and in the removal and repair of various components and other minor repairs.
Duties may include but are not limited to the following:
- Provides lead direction and participates in the cleaning of exteriors and interiors of transit coaches; washes windows inside and out; polishes chrome within the coaches; and sweeps and vacuums coach interiors following prescribed procedures.
- Provides lead direction and participates in the fueling of transit coaches; and checks fluid levels, and refills as needed.
- Jump starts vehicles.
- Performs minor maintenance on cars, trucks, buses and construction equipment; and assists maintenance personnel performing brake overhauls, and in the removal and repair of various components.
- Performs minor preventative maintenance tasks such as refilling the coolant and oil to appropriate levels, monitoring fluid levels and addressing low levels promptly to prevent damage to the engine components.
- Identifies worn or rip holes, loose clamps, and uses the proper tools to fix the issues before releasing the equipment back for service.
- Conducts regular safety inspections of equipment for repairs and corresponding with the Equipment Supervisor.
- Monitors Compressed Natural Gas (CNG) equipment and pressure.
- Reports all minor bus repairs to the Equipment Supervisor to ensure proper documentation.
- Maintains inventory levels of parts, tools, and supplies necessary for bus minor maintenance and cleaning activities; orders replacement units as needed to support ongoing operations and supplies.
- Coordinates minor repair for buses and equipment including, but not limited to, hand sanitizer replacement, trash bag holder, jump start buses, and repairs using hand and power tools while ensuring timely completion and quality workmanship.
- Reads meters and gauges to determine amount of fluids consumed. Fills out reports relating to the use of fluids in transit coaches.
- Drives transit coaches from parking lot to washing/fueling station and back.
- Performs related duties as required.
Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. THE REQUIREMENTS
Education: Possession of a high school diploma or equivalent GED completion.AND
Experience: Three (3) years of experience in the cleaning and fueling of buses, trucks or other heavy vehicles.
SPECIAL REQUIREMENT(S)
Possession of a valid California Class C Driver’s License is required at the time of application and continued maintenance throughout the entire term of employment in this classification. Journey level dispatchers shall answer and evaluate emergency police and emergency medical service calls; operate a multi-channel Computer-Assisted Dispatch (CAD) system console and related equipment to dispatch appropriate public safety units; and prepare police and fire reports and records. Engineering Inspector I is the entry-level classification in the Engineering Inspector series. Under general supervision, incumbents perform construction inspection of contracted projects within the City Right-of-Way and assist in ensuring compliance with approved plans, specifications, standards, and applicable regulations. The Environmental Compliance Inspector (ECI) is responsible for ensuring compliance with Publicly Owned Treatment Works and Industrial Pretreatment Program requirements, as well as other federal, state, and local requirements. Under supervision, Housing Rehabilitation Specialists perform office and field work related to all phases of housing rehabilitation projects, from initial inspection and evaluation through the completion of construction. Incumbent will evaluate housing structures, including both single-family and multifamily units, for rehabilitation in accordance with the City's housing rehabilitation programs, ordinances, building codes and other housing quality standards. CAPITAL PROJECTS DEPARTMENT: As the City continues to invest in safer streets, modern utilities, and resilient public facilities, this department streamlines how major capital improvement projects are delivered—ensuring every project is executed efficiently, on schedule, and within budget. Engineers with a background in civil, transportation, or utilities design will find a strong match here, along with the chance to influence high-impact projects that directly improve daily life for residents. The department currently has opening in three divisions: Design Services and Transportation Project Management, Utilities Project Management, and On-Site Project Management. Experience in transportation and Civil Engineering is desirable.
DEPARTMENT OF PUBLIC UTILITIES: Oversight on the planning, design, and construction of potable water, recycled water, and wastewater projects, as well as providing oversight on water resources management matters. Knowledge and experience with the Fresno Metropolitan Water Resources Management Plan, Groundwater Sustainability Management Plan, Urban Water Management Plan, Recycled Water Master Plan, and Sewer Collection System Master Plan, and the Central Valley Project Contract, is preferred.

ABOUT MEASURE P AND CULTURAL ARTS
The City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department administers funding from Measure P, a local sales tax that invests in improving and maintaining parks and facilities, creating new parks and trails, and funding recreation, community, and arts and culture programs. On an annual basis, twelve percent (12%) or approximately $5 million dollars, of Measure P funds are allocated to the EAAC grant program.
Grants funded through EAAC are implemented by the Parks, Recreation and Arts Commission (Commission) in partnership with the Fresno Arts Council, or its successor local arts agency, using multiple solicitations that allow for a diverse set of programs. Grants include different program sizes and reach, including core operating and project-support funding for nonprofit organizations.
The City of Fresno’s Cultural Arts Plan guides this work and was adopted by the Fresno City Council on August 10, 2023. The Cultural Arts Plan identifies needs and opportunities in the arts and culture community, prioritizes outcomes and investments, and develops a vision and goals for the future of Fresno arts and cultural programs that are reflective of the cultural, demographic, and geographic diversity of Fresno.
THE PROGRAM ADMINISTRATOR
The ideal Program Administrator will demonstrate knowledge and experience in several of the following areas: arts, cultural arts, cultural studies, grant administration and management, program implementation, nonprofit operations, principles of financial management, transparency and ethics in the public sector, customer service, community engagement, project management, public administration, communication, public speaking, evaluation, budgeting, planning, training, and collaborating with a wide diversity of community groups to expand access to resources.
Typical duties for this role will include but are not limited to: providing day-to-day leadership for the team responsible for implementing the Expanded Access to Arts and Culture Grant Program; preparing written reports, memos and presentations for the Commission and the Fresno City Council; tracking progress toward achieving the goals outlined in the Cultural Arts Plan; facilitating a transparent grant application, grant review and grant making process; ensuring fiduciary oversight of grant funding through adherence to all generally accepted accounting principles, administrative orders and laws; providing training and technical assistance to grantees; communicating with stakeholders; and ensuring compliance with all aspects of Measure P and the Expanded Access to Arts and Culture Grant Program.

The Public Works/Public Utilities Manager is responsible for planning, organizing, and managing the activities of Public Works or Public Utilities. Reporting to the Director or Assistant Director, the Public Works Manager coordinates assigned activities with other divisions, departments, and outside agencies. The incumbent exercises independent judgment relating to the performance, coordination, and evaluation of staff, and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
One position currently exists in the Public Works Department – Street Maintenance Division. Reporting to the Assistant Director of Public Works, the incumbent will be responsible for the administration and oversight of the Street Maintenance Division, which is responsible for the maintenance of over 1840 centerline miles of roads within the City of Fresno. This division includes a staff of 140 employees, and includes sections such as self-performed paving, self-performed concrete repair, signing and striping, bridge maintenance, street sweeping, traffic signal and street light maintenance, and a host of other street maintenance programs.
This position requires a results-oriented, self-starting leader who is highly organized, responsive and able to effectively lead a represented workforce in a fast-paced environment. The incumbent will be responsible for budgeting, including forecasting, developing cost estimates, verifying funding eligibility, and project cost control. The incumbent needs to be knowledgeable in construction standards and specifications, an expert in street infrastructure means and methods, familiar with contracts, agreements, bargaining unit MOU’s, experienced with safety standards and protocol. The incumbent will visit work sites to monitor progress and quality of work performed, provide direction, and assist in resolving problems encountered in the field, as well as evaluate pavement conditions, provide recommendations on project scope and infrastructure best management practices. This position is responsible for crews that work after hours and 24/7 emergency response functions.
In this unclassified position, the incumbent serves at the will of the Department Director.

The Senior Water Treatment Plant Operator (Surface Water Treatment Facility) operates on a shift basis, assigned to any of the City's three surface water treatment facilities, which include; a 30 MGD T5 conventional facility, a 4 MGD Trident upflow clarification facility, and a new 56 MGD conventional facility. The new facility is a conventional pretreatment with 3-stage flocculation and sedimentation with plate settlers, ozone, and filtration operational facility, servicing the Southeast population of the City of Fresno.
The Senior Water Treatment Plant Operator is the advanced level class responsible for performing technically complex work in the operation of surface water treatment facilities. Incumbents exercise considerable independent discretion and judgment in matters related to work procedures and methods.
Duties include, but are not limited to: monitoring plant performance by conducting analyses on samples from various stages in the treatment process; reading gauges, make flow adjustments, and controls reservoir levels using SCADA computers. Positions at this level require demonstrated ability to perform the most advanced functions related to the maintenance and repair of equipment at water treatment/production facilities, such as performing routine and non-routine maintenance on chemical feed equipment, pumps, motors and valves, and troubleshooting equipment as necessary.
Due to the nature of the work environment the incumbent is required to participate in a medical monitoring program to ensure respiratory fitness for using required respiratory equipment.
Vacancies currently exist in the Water Division of the Department of Public Utilities; however, the eligible list created from this recruitment will be used to fill the current and future vacancies throughout the duration of the list. Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.

The City of Fresno PARCS Department has a variety of temporary part-time and seasonal opportunities in our Recreation and Community Services Divisions where employees learn how to engage with the community through a multitude of programs including fitness, nutrition, recreation, education, outdoor, sports, and much more. Under supervision, Services Aides may perform any of the following duties:
-Assist the recreation staff with a variety of basic tasks; duties will vary according to job assignment;
-Assist in setting up and maintaining recreation facilities for events and scheduled programs;
-Assist with organizing sports activities, and learns to maintain discipline at recreation facilities;
-Learns to instruct others in various arts, crafts, games, and sports;
-Assist with routine attendance and participant records; registers citizens for classes and special events; checks-out and checks-in personal belongings;
-Assist in the enforcement of rules, regulations, and safety precautions at municipal facilities;
-Recognizes, avoids, and reports unsafe acts, conditions, accidents and injuries;
-Maintain recreation facilities and equipment in a clean and safe condition, and in compliance with City policies, procedures, and regulations;
-Provide information, instructions, and assistance to the public within the scope of authority and training; assists customers with requests, program participation, applications, and other documents;
-Support the relationship between the City of Fresno and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff;
-Perform other duties as required or assigned.
NEIGHBORHOOD PARKS PROGRAM: Work at a city park providing various recreation services and activities for youth and adults, e.g., structured recreation and play time, arts & crafts, sports, fitness, drama, dance, group games, and tutoring. High School diploma or GED equivalent, basic knowledge of recreation activities, and ability to work with a diverse population and age groups is required. Must be available to work evenings and weekends; most employees work 3-7 or 4-8 PM Monday through Friday.
YOUTH SPORTS: Youth Sports include indoor and outdoor soccer, basketball, flag football, flag rugby, and t-ball. Basic knowledge of each sport is recommended but not required. Patient, enthusiastic, interactive, and friendly coaches are needed to teach children ages 3-12 the fundamental skills required to play each sport. Must be available to work evenings and weekends.
ADULT SPORTS: The Adult Sports program offers affordable adult organized leagues, drop-in sports activities, and tournaments including softball, basketball, soccer, flag football, and more. Reliable and enthusiastic coordinators, scorekeepers, and field monitors are needed year-round. Must be available to work evenings and weekends.
SKATEBOARD & BMX: Incumbents assigned to the Action Sports Program will monitor Mosqueda Bike Park, Lions Skate Park and Todd Beamer Concrete Park. The ideal candidate should have basic knowledge and experience with Action Sports culture, park etiquette, teaching instructional classes, first aid methods, and working with a diverse population. Minimum qualifications include: High School diploma or GED equivalent and basic knowledge of recreation activities. Must be available to work evenings and weekends.
PARK ATTENDANTS: Offer excellent customer service as the face of the Fresno PARCS division, perform light maintenance duties, open or close the park, and support recreation and fitness programming at a park or affiliated green space site. Park Attendants must be customer focused, conscientious, and able to make quick and educated decisions when responding to unanticipated issues. High School diploma or GED equivalent preferred. Park attendants are needed for all hours from opening (7 AM) to closing (as late as 10:30 PM in summer) 7 days a week.
CITYWIDE SPECIAL EVENTS: Services Aides in this assignment will perform various duties in support of the successful execution of citywide special events. Responsibilities include set-up and tear-down, parking control, coordinating between event staff and city employees, and providing excellent customer service at all times. Ideal candidates would be courteous, friendly, and professional. Must have a flexible schedule and be willing to work evenings and weekends.
SENIOR PROGRAM: Provides hot meals to senior citizens at our neighborhood and community centers, as well as recreational activities including organized games, social dances, arts & crafts, and exercise classes. Must be passionate about serving the senior citizen community. Typical schedule is from 9 AM - 1 PM Monday through Friday. Special events and dances are held on weekends.

- Clean and sanitize restrooms and other park amenities and remove debris and litter from PARCS facilities;
- Assist maintenance staff in maintaining PARCS facilities by submitting work orders for repair or assisting in light maintenance activities under supervision;
- Provide opening and closing support including checking park for readiness to open or close and performing custodial duties as needed before unlocking restrooms and/or gates;
- Assist in the enforcement of rules, regulations, and safety precautions at municipal facilities;
- Recognize, avoid, and report unsafe acts, conditions, accidents and injuries;
- Provide information, instructions, and assistance to the public within the scope of authority and training;

Be part of the City of Fresno’s new Animal Center Department! The City of Fresno Animal Center Department is seeking a compassionate and dedicated Veterinarian to join their team. The Veterinarian will play a vital role in ensuring the health and well-being of the animals in the Center’s care while embodying the goals, innovation, and animal care compassion that the City Manager envisions for the veterinary program and the community.
The ideal candidate should possess thorough knowledge in veterinary, treatment, prevention, control, surgical procedures, and care of a wide range of animals; knowledge of California state, federal, and municipal animal health laws and regulations governing the impounding, releasing and euthanasia of animals; and possess the ability to develop and implement goals, objectives, policies, procedures and work standards of staff. In addition, qualified candidates must possess and maintain a valid license to practice veterinary medicine issued by the State of California Veterinary Medical Board. Veterinarians who are licensed in another State may be qualified but must acquire a valid license from the State of California to practice veterinary medicine at time of appointment. Note: A prospective veterinarian who is licensed in another state may be hired by the City of Fresno while in the process of obtaining their State of California license. The incumbent must acquire their California license within six (6) months of appointment and cannot practice or serve as the City’s Veterinarian until such time valid license to practice veterinary medicine issued by the State of California Veterinary Medical Board is granted.
Possession and continued maintenance of a valid California Driver's License is required within sixty (60) days of appointment.
Must obtain valid Drug Enforcement Agency (DEA) license within ninety (90) days of hire and maintain a valid license while employed. May be required to hold the Veterinary Premises License issued by the State of California Veterinary Medical Board.
Compensation and Benefits

The City of Fresno is excited to offer youth between the ages of 16-30 years old the opportunity to gain valuable work experience in a public sector environment through temporary part-time paid employment in the grant funded One Fresno Youth Jobs Corps Program, as a workforce development program that invests in the next generation of city workers and city leaders. Limited wraparound services are available to remove barriers to employment.
The Participant assignments range from working outdoors in the field to working in an indoor setting including carrying out duties that serve our community for 20 hours per week with flexible availability which may include nights and weekends. This exciting opportunity is for up to 6 months.
The Requirements
To be considered for the One Fresno Youth Jobs Program applicants must complete prerequisites:

Step 2) Complete one week of 29 soft skill videos with the option of virtual or in-person sessions.
Applicants must be between the ages of 16-30 years old at the time of employment to participate in the grant funded One Fresno Youth Jobs Corps Program.
Candidates considered for hire must provide proof of a valid government issued photo ID, satisfactorily complete a Department of Justice fingerprinting. Possession of a valid California Driver's License at the time of employment may be required, depending on assignment.
Pursuant to City of Fresno Charter, temporary employment shall not exceed 2,080 hours within 2 fiscal years. These are temporary employment opportunities that do not provide health benefits, or retirement and are not in any way a guarantee of permanent employment. Assignment may end at any time.
