Subdivisions and Permits

Subdivisions – Engineering Inspectors provide inspection services to new housing developments (Subdivisions, site plans or parcel maps) to ensure the correct installation of all infrastructure (water/sewer lines, streetlights, sidewalks, and roadways). 

Permits – When a contractor or utility company will be doing either utility or street work in the City’s right-of-way, they pull a street work (encroachment) permit which is issued by Public Works/Traffic and Engineering Services. 


High-Speed Rail

  • The City of Fresno provides inspection and permit oversight for the State of California’s High-Speed Rail (HSR) project.

Definition of Terms 

  • CIP – Capital Improvement Project is defined as a project that improves the streets, sidewalks, traffic signals, streetlights, median islands, street trees, landscaping, trails, and public facilities. 
  • Right-of-Way (ROW) – Back of sidewalk to Back of sidewalk and everything in between. Handled by Public Works staff. 
  • Private Property – Back of sidewalk to the house or property. Handled by Planning and Development. Call (559) 621-8084 or (559) 621-8104.
