Nick Mascia

Nick Mascia oversees the Public Utilities, Public Works, and Capital Projects departments in his role as an Assistant City Manager.
Hired by the City of Fresno in November 2023, Nick brings a broad range of engineering and operational governance and proficiency to the City Manager’s Office. He previously was an Assistant City Manager in the City of Visalia.
Nick received his Bachelor of Science Degree in Civil Engineering, as well as a Master of Science Degree in Civil Engineering with an emphasis on Transportation, from Michigan State University. After working as a private consultant, he began his public-sector career in the City of Surprise, Arizona. Ten years ago, he was hired by Visalia, initially serving as a City Engineer and Assistant Community Development Director before being promoted to Community Development Director/City Engineer and then Public Utilities Director before being named Assistant City Manager in October 2021.
In his two decades of public-sector service, Nick has worked as Traffic Engineer, City Engineer, Community Development Director, Public Works Director and Assistant City Manager. He is a registered Professional Engineer and Traffic Engineer in the state of California and a Professional Traffic Operations Engineer.
Nick met his wife Laurie in Arizona. They have been married 20 years and love spending time exploring California or spending time at the coast with their four children.
Francisco Magos II, PE, MBA, QSD

Utilities and On-Site Project Management
Francisco V. Magos II has served the City of Fresno Public Works Department since 2018 and most recently as the Public Works Manager for the Site Development Section, managing project staff tasked with delivering projects for PARCS, Fire and the Police Department, most notably.
Francisco earned his bachelor’s degree in civil engineering from Fresno State (2005) and master’s degree of Business Administration from Fresno State (2012). He is a licensed professional Civil Engineer in the State of California and is certified as a Qualified Storm Water Pollution Plan Developer (QSD). Francisco began his career in the private sector working on local municipal infrastructure projects, that included projects for the City of Fresno. He then moved into a management role leading a newly formed Civil Design Department for a local engineering firm. Francisco is a valley native, born and raised in Madera, has a wife and two daughters and he is excited for this new role and the impact he and his staff will have on delivering projects to better the City of Fresno.
Scott Sehm, PE

Design Services Division
Scott Sehm joined the City of Fresno’s Department of Public Works in 2015 as a Professional Engineer in the Traffic Engineering Department where he worked until taking on the role of Assistant Manager for the Design Services section of the Engineering Division in 2018 and was promoted to Supervising Professional Engineer. Later in 2018 he was promoted to Public Works Manager for the Design section. With the creation of the Capital Projects Department in the summer of 2023, Scott was promoted to Assistant Director with oversight of the now expanded Design Services Division.
Scott earned his bachelor’s degree in civil engineering from Fresno State University in 1999 and became a California-licensed Professional Engineer in 2004. He also holds a Qualified SWPPP Developer (QSD) certification. Scott’s professional career began in Fresno as an engineering consultant designing State and Federal prisons throughout California and was a project manager and engineer of record for multiple large commercial developments and big-box retailers in the Central Valley and Northern Nevada. Away from City Hall, Scott spends his time with his beautiful wife of over 20 years and their two sons. He enjoys cycling through the local foothills, travel, and listening to his record collection.
Antonio Buelna, PE

Capital Projects Administration
Antonio Buelna joined the City of Fresno’s Capital Projects Department in 2024 as Assistant Director of the Capital Administration Division. Antonio earned his bachelor’s degree in Biological Systems Engineering from the University of California, Davis in 2005 and became a Licensed Professional Civil Engineer in 2016.
Antonio has a diverse background in both technical and managerial areas with over 17 years of experience in the railroad industry. Antonio is a recognized expert in the capital planning and management of railroad infrastructure projects. His extensive knowledge and expertise have been instrumental in the successful execution of numerous high-profile projects in the railroad industry. Outside of his professional endeavors, Antonio enjoys spending his free time outdoors with his wife and two daughters.
Joshua Rhodes, PE, QSD/QSP

Construction Management
Joshua Rhodes joined the City of Fresno Capital Projects Department in 2024 where he provides planning and oversight for the Construction Management Division. Prior to joining the City of Fresno, Joshua’s professional career included a combination of public and private sector appointments, most recently serving as an executive vice president for a local geotechnical engineering firm. Joshua graduated with honors with his bachelor’s degree in civil engineering from Fresno State University in 2005. He has been a California licensed professional civil engineer since 2008 and holds a combination Qualified SWPPP Developer (QSD) and Qualified SWPPP Practitioner (QSP) certification. Joshua has given back to the engineering profession as a volunteer in several professional organizations, serving as past-president for the American Society of Civil Engineers (ASCE) – Fresno Branch, Fresno State Lyles College of Engineering Alumni, and American Public Works Association (APWA) – Central California Chapter.
Joshua is a native of Fresno and, when not at work, devotes his time to his wife and two daughters. He enjoys spending time with family, working on classic cars, traveling, camping and outdoors adventures.
Kevin Gross, PE

Transportation Project Management
Kevin Gross joined the City of Fresno Capital Projects Department in 2024 where he provides leadership and direction to his team as the Assistant Director for Transportation Project Management. Kevin has served in multiple civil engineering roles in his career on both the public and private sector and has put his mark on several large roadway infrastructure projects within the valley. Kevin graduated with his bachelor’s degree in civil engineering from Fresno State University in 2013 and has been a California Licensed Professional Civil Engineer since 2018. Kevin also contributes his time to professional organizations such as American Society of Civil Engineers (ASCE), American Public Works Association (APWA) and was the acting President of the San Joaquin chapter of American Council of Engineering Companies (ACEC) in 2023.
Kevin was born in Fresno but grew up in both Southern and Northern California and has resided back in Fresno since 2006. He is very passionate on providing infrastructure and improving the quality of life for the Fresno community through civil engineering and management. Outside of his profession, Kevin enjoys playing golf, softball, snowboarding and most importantly, spending time with his wife and 4 daughters.
