Daniel joins the Administration Division as Assistant Director. He brings more than 20 years of public service experience, including approximately 17 years with the County of Fresno and 3 years with the State Center Community College District. During his time with Fresno County, he held roles in Human Resources, Internal Services, Public Works and Planning, and the General Services Department. Most recently, he served as one of two Facility Services Managers in the General Services Department, overseeing administrative and janitorial operations within the Facility Services Division.

Daniel holds a bachelor’s degree in business administration with an emphasis in management from Fresno Pacific University. In his free time, he enjoys fishing with his family and collecting trading cards, including Pokémon.

Francisco V. Magos II has served the City of Fresno Public Works Department since 2018 and most recently as the Public Works Manager for the Site Development Section, managing project staff tasked with delivering projects for PARCS, Fire and the Police Department, most notably.

Francisco earned his bachelor’s degree in civil engineering from Fresno State (2005) and master’s degree of Business Administration from Fresno State (2012). He is a licensed professional Civil Engineer in the State of California and is certified as a Qualified Storm Water Pollution Plan Developer (QSD). Francisco began his career in the private sector working on local municipal infrastructure projects, that included projects for the City of Fresno. He then moved into a management role leading a newly formed Civil Design Department for a local engineering firm. Francisco is a valley native, born and raised in Madera, has a wife and two daughters and he is excited for this new role and the impact he and his staff will have on delivering projects to better the City of Fresno.

Cassie Scholz joined the City of Fresno in 2022 as a Supervising Professional Engineer with the Department of Public Works, and transitioned to the Capital Projects Department as part of its inception in 2023.  In 2024, Cassie was promoted to Engineering Manager for the Department of Public Utilities, and in 2026 she returned to the Capital Projects Department as Assistant Director of the Utilities Project Management Division.

Cassie obtained her bachelor’s degree in Civil Engineering from Fresno State in 2009, and her Professional Engineering license in 2012.  Before joining the City, she worked as a consultant on the Recharge Fresno Program. She played a key role in delivering 26 miles of large-diameter raw and treated water pipelines, including the Kings River Pipeline and the Regional Transmission Mains.  A Fresno native, Cassie brings extensive local experience in utility project and program management, design, and construction.  Outside of work, she enjoys traveling, the great outdoors, and spending time with her family and friends.

Scott Sehm joined the City of Fresno’s Department of Public Works in 2015 as a Professional Engineer in the Traffic Engineering Department where he worked until taking on the role of Assistant Manager for the Design Services section of the Engineering Division in 2018 and was promoted to Supervising Professional Engineer. Later in 2018 he was promoted to Public Works Manager for the Design section. With the creation of the Capital Projects Department in the summer of 2023, Scott was promoted to Assistant Director with oversight of the now expanded Design Services Division.

Scott earned his bachelor’s degree in civil engineering from Fresno State University in 1999 and became a California-licensed Professional Engineer in 2004. He also holds a Qualified SWPPP Developer (QSD) certification. Scott’s professional career began in Fresno as an engineering consultant designing State and Federal prisons throughout California and was a project manager and engineer of record for multiple large commercial developments and big-box retailers in the Central Valley and Northern Nevada. Away from City Hall, Scott spends his time with his beautiful wife of over 20 years and their two sons. He enjoys cycling through the local foothills, travel, and listening to his record collection.

Jason started with the City of Fresno as a Licensed Professional Engineer in 2026 and brings more than 13 years of industry experience across construction, engineering, testing, and inspection services. Jason earned his Bachelor of Science degree in Civil Engineering from California State University, Fresno, and is a California-licensed Professional Engineer. He holds multiple special inspection certifications through accredited agencies, including the International Code Council, the Department of the State Architect, the American Concrete Institute, and the California Department of Transportation (CDOT). Jason has familiarity and experience with ASTM, AASHTO and CDOT, test procedures, specifications, and methods. He is a Qualified Stormwater Developer and Practitioner (QSD/QSP), with extensive expertise in construction, geotechnical engineering, environmental engineering, and management disciplines.

Jason began his career in the construction industry in the masonry field and expanded his construction foundation through hands-on-experience in various construction trades. He transitioned into engineering in 2012 with Technicon Engineering Services, where he advanced from laboratory technician to staff engineer/ laboratory supervisor. He later served as Director of Testing and Inspection Services at Salem Engineering Group, overseeing the day-to-day activities for the company. He is excited to take on this new role and continue the One Fresno vision through the delivery of the City’s Capital Projects.

Outside of work, Jason enjoys playing chess, traveling, watching sports, playing, and coaching softball, and spending time with his wife and two daughters.
