New Route 29 – Church Avenue Crosstown Launching 8/11/25
On Monday, August 11, 2025, Fresno Area Express will add service on Church Avenue. Route 29 will provide service along Church Avenue from Walnut Avenue to Fowler Avenue. Multiple education facilities are located along the route, including the Fresno City College West Fresno Center, Edison High School, Computech Middle School, Gaston Middle School, Terronez Middle School, and Sanger West High School. The new route will serve approximately 44,000 residents and nearly 8,000 jobs located within a half-mile of Church Avenue, while also connecting to routes 32, 34, 38, and 41.
Effective August 11, 2025, the Route 38 alignment near the Hinton Center will no longer use Fairview Avenue and Belgravia Avenue. The route will instead continue on Walnut Avenue towards Cesar Chavez Boulevard.

NEW CLOVIS TRANSIT ROUTE: On July 1, 2025, Clovis Transit introduced its Green Route, servicing Shaw Avenue from Cedar Avenue to Leonard Avenue and offering connections to Routes 10 and 50. Spring Employee of the Quarter: Victor Valdez
Victor Valdez, Licensed Professional Engineer
Victor came to the City of Fresno after a 15-year career with a private transportation engineering firm in Hawaii. Since starting with Design, he has welcomed every opportunity to assist the Design Division, he has taken on challenging projects like the Cesar Chavez Boulevard renaming, the ATP-funded CrossWalk & Roll (new traffic signal and HAWK), and now the Peach Overlay project (which has a very demanding schedule). Victor works with his design staff and our client departments to ensure consistent and meaningful progress is made with careful engineering consideration, proactive communication and collaboration, and always with a smile and great attitude.
Whether he’s participating in Capital Project Department mush ball tournaments, challenging co-workers to pushup contests, or actively engaging in a serious project discussion, Victor embodies both the spirit of public service and the professionalism of consulting engineering, every day.

- FAX Schedule Guide Printing Services Requirements Contract IFB (Release in February 2025; Award in March 2025)
New five-year contract for printing FAX’s Schedule Guide. Approximate yearly contract cost is $50,000, with a five-year total of $250,000. - Bus Air Purification Systems and Installation IFB (Release in February 2025; Award Spring 2025 for RFP)
Purchase of new bus air purification systems with installation. The approximate total cost is $420,000 to $460,000 - Public CNG Fueling Concrete Landing Pad Replacement (DUE March 11,2025; Award Summer 2025)
Construction activities related to the demolition and replacement of the concrete landing pad and associated curbs located at the FAX public CNG fueling pumps. The existing pad is being expanded to a broader footprint and the project does involve replacement of a pair of large electrical and communications in-ground vaults with traffic-rated devices. Approximate dollar range: $300,000 – $500,000. - ADA Bus Stop Upgrades – Phase C (Release Spring 2025; Award Spring 2025)
Construction activities related to bus stop rehabilitation, including demolition, concrete sidewalk, curb and gutter replacement, and asphalt replacement. There are a total of 75 bus stops expected to be renovated over the course of multiple projects. Approximate dollar range: $600,000 – $700,000. - ADA Bus Stop Upgrades – Phase B (Release Summer 2025; Award Fall 2025)
Construction activities related to bus stop rehabilitation, including demolition, concrete sidewalk, curb and gutter replacement, and asphalt replacement. There are a total of 75 bus stops expected to be renovated over the course of multiple projects. 30%, 60%, 90% and 100% design for approximately 75 new bus stops along new bus routes or existing bus route extensions as well as design for the rehabilitation of approximately 22 bus stops along existing routes that will be extended. Award is expected to take place in Fall 2024. Approximate dollar range: $250,000 – $400,000. - Bus Stop Design for Stop Improvements Supporting “The Dakota” Affordable Housing Project (Release Fall 2025; Award Winter 2025)
30%, 60%, 90% and 100% design for improvements to approximately 16 existing bus stops along Routes 28 and 39 to support The Dakota affordable housing project. Award is expected to take place in Fall 2024. Approximate dollar range: $120,000 – $200,000. - HVAC and Roof Replacement Project for FAX Bus Maintenance Building (Release Spring 2025; Award Fall 2025)
Construction activities related to the replacement and upgrades of the HVAC system, new digital direct control system, and full roof replacement. This project will require adherence to the City’s Project Labor Agreement policies. Award is expected to take place in Fall 2024. Approximate dollar range: $8,500,000 – $10,000,000. - Bus Wash Maintenance and Repairs Requirements Contract RFP (Release in Summer 2025; Award Fall 2025)
Monthly maintenance services and repairs for the bus wash. Approximate yearly cost is $50,000 to $75,000. - Towing Services Requirements Contract RFP (Release in Spring 2025; Award Summer 2025)

Background:
In 2021, FAX committ ed to remediati ng ADA defi ciencies at bus stops citywide. The project is split into four phases (A, B, C, D). Phase A remediates bus stops along routes: 9, 28, 32, 34, 38, and 41. The ADA upgrades will improve safety and construct accessible pathways for community members uti lizing FAX.

$9,117,600 Investment funded by federal Congestion Mitigation and Air Quality grant, Measure C bike and trail funds, and local Senate Bill 1 Road Maintenance and Rehabilitation Account funds.
Background:
The MLK Active Transportation Project will improve multimodal (pedestrian, bicycle) options for residents and West Fresno Campus college students in Southwest Fresno. The boundaries of the project encompass the new college campus and the future West Creek Village development.
