Property-Based Improvement Districts
The City of Fresno Economic Development Department is working with property owners to explore the feasibility and interest in forming Property-Based Improvement Districts (PBIDs) along Belmont and Blackstone Avenues.

What is a PBID?
A PBID is a special district that gives local property owners control over extra services tailored to their area. Typically, PBIDs aim to help create corridors that are clean, safe, and more appealing to community members. Assessments are calculated based on benefit to the services provided using factors such as building size, frontage, or lot size, rather than purely property value.
Typical services financed by PBIDs can include:
- Street cleaning, litter removal, power washing
- Beautification (landscaping, lighting, murals)
- Public safety, security patrols, improved lighting
- Marketing, business attraction, and events
