Council District 5 Special Election Information

SPECIAL ELECTION INFORMATION
On December 12, 2024, the Fresno City Council declared a vacancy for Council District 5 through adoption of Resolution 2024-299. The City Council also called for a Special Election to fill the vacancy. The date for the Special Election has been set for March 18, 2025.
Due to the short nomination period (December 18, 2024 thru December 20, 2024) anyone interested in running for the vacant seat for Council District 5 is urged to review the Candidate Handbook and contact the Fresno City Clerk for details. Basic eligibility to run in the election is as follows:
- Be registered to vote in the district.
- Have resided within Council District 5 for at lest thirty days immediately preceding the filing of nomination papers. Interested parties may locate their Council District here: https://www.fresno.gov/citycouncil/#city-council-district-locator
To begin the process of running for the vacant seat in Council District Five the following initial steps must be taken:
- Verify residency with Fresno City Clerk’s Office. Due no later than December 20, 2024, at 5:00 P.M. but recommended by December 17, 2024. Verification of residency by the City clerk is required prior to pulling nomination papers at the Office of the Fresno County Clerk / Registrar of Voters. The City of Fresno Council and Mayor Residency Act mandates that specific documentation be provided to the City Clerk to prove at least thirty days of residency in the Council District prior to the time nomination papers are filed. Residency verification should be completed as soon as possible as nomination papers cannot be pulled until this step has occurred. Contact the Office of the City Clerk for additional information.
- File required documentation with the Fresno City Clerk’s Office. Due no later than December 20, 2024, at 5:00 P.M. but recommended by December 17, 2024.
- FPPC Form 501, Candidate Intention Statement. This is a Fair Political Practices Commission (FPPC) form and can be found on the FPPC website at https://fppc.ca.gov/forms.html. Copies can also be found on page 88 of the Candidate Handbook.
- FPPC Form 410, Statement of Organization or FPPC Form 470, Candidate Statement. These Fair Political Practices Commission (FPPC) form and can be found on the FPPC website at https://fppc.ca.gov/forms.html. Copies can also be found beginning on pages 91 and 99 of the Candidate Handbook. Generally, the difference between the FPPC Form 410 and the FPPC Form 470 is whether or not the candidate plans to raise or spend $2,000 or more.
- FPPC Form 700, Statement of Economic Interest. Electronic submission through the City of Fresno NetFile system is required. This is a Fair Political Practices Commission (FPPC) form and can be found on the FPPC website at https://fppc.ca.gov/forms.html. Copies can also be found on page 64 of the Candidate Handbook. A link to complete the form will be sent to the candidate via e-mail after residency has been verified by the Fresno City Clerk’s Office.
- Redevelopment Agency Disclosure (RDA) Form. Electronic submission through the City of Fresno NetFile system is required. This form is meant to disclose personal interests within City of Fresno redevelopment areas. A link to complete the form will be sent to the candidate via e-mail after residency has been verified by the Fresno City Clerk’s Office.
- FPPC Form 501, Candidate Intention Statement. This is a Fair Political Practices Commission (FPPC) form and can be found on the FPPC website at https://fppc.ca.gov/forms.html. Copies can also be found on page 88 of the Candidate Handbook.
- Contact the Fresno County Clerk / Registrar of Voters (ROV) for nomination paperwork and information. Beginning December 18, 2024, and only after verifying residency with the Fresno City Clerk’s Office, nomination paperwork can be pulled at the ROV’s Office. Nomination papers must be filed with the ROV no later than December 20, 2024.
