Engineering Division

Engineering Division serves the community in a multitude of ways including capital project delivery, engineering plan review, issuing encroachment permits, property line location assistance, vacation and encroachment processing, real estate transactions, and many other public functions. The Engineering Division includes six sections, the Consultant Services, and Project Management Section, Design Services Section, Project Management Accounting, Plan Check Section, Real Estate Services Section, and the Right of Way Section.
Design Services Section
The Design Services Section of Public Works is a team of a dozen skilled and dedicated employees that include licensed civil engineers, project engineers and CAD designers who plan, design and manage capital improvement projects throughout the City of Fresno from initial scoping to project delivery. Our projects are funded with local, state, and federal public funding programs and include street widening, pavement maintenance, traffic and pedestrian signals, street lights, sewer, water, and storm drainage infrastructure as well as recreation projects that include multipurpose trails and park amenities. In addition to producing construction-related materials for Public Works and many other departments within the city, our section is also responsible for project scoping and estimating for state and federal grant proposals and we manage large capital projects including Veterans Boulevard and the Midtown Trail. We have an exceptional and diverse team of individuals who bring their unique experience and skills to work every day and we’re proud of the quality projects we prepare and deliver for our community.

Plan Check Section
The Plan Check Section is responsible for the review and approval of engineering plan drawings for all projects that include improvements within the City of Fresno right-of-way. These projects include street, street lighting, signing and striping, and trail improvement plans for residential, commercial and Capital Improvement projects. Project Management Section

The Consultant Services and Project Management Section manages capital improvements projects funded through local, state and/or federal public funding programs. These infrastructure projects are often designed by professional consultants and are generally constructed by private contractors. The Consultant Services and Project Management Section oversees complex projects from preliminary design to final plan approval and to the completion of construction. Our primary role is managing capital projects for the Public Works Department. The project manager’s mission is to deliver these critical infrastructure projects on time and within budget. Project Management is also charged with the management of the California Public Utility Commission (CPUC) Rule 20A underground program.

Real Estate Services

The Real Estate Services Section is responsible for property acquisition, residential and business relocation, property management and disposition of excess and surplus property on behalf of the City. Real Estate Services acquires property for an array of projects including, but not limited to, street widening projects, water well sites, parks projects, Fresno Area Express stops and sites for the Police and Fire Departments. Other responsibilities include real estate cost estimates for future projects, lease management on City assets and the preparation and presentation of reports to the City Council. The staff works closely with the City Attorney’s Office in document preparation and eminent domain (condemnation) activities.
Should homes or businesses become severely impacted, Real Estate administers the relocation program for eligible property and business owners as well as tenants. Disposition of excess or surplus properties are conducted through open or closed bid auctions and are announced as the need arises.
Excess Lands: Upcoming Sales and Auctions
All auctions are open to the public and normally conducted either by an oral or sealed bid format or combination of both. In most cases a minimum bid amount is set before the auction. Credit terms are available under certain circumstances. By statute, all sales are subject to final approval of the Fresno City Council.

The Right of Way Section manages various aspects related to the public right of way. They include, but are not limited to:
- Preparation of right-of-way deed documents
- Review of right-of-way documents prepared by others for technical correctness
- Recordation of deed documents
- Vacation of public services easement and public street right-of-ways
- Processing ROW Agreements and Covenants
- Right of way and property determination for Capital Improvement projects
- Answering Inquiries regarding existing right-of-ways
