The Division provides construction inspection, surveying and contract administration of all projects constructed within the City’s public right-of-way or public property.
Capital Improvement Projects
Capital Improvement Project (CIP) is defined as a project that improves the streets, sidewalks, traffic signals, streetlights, median islands, street trees, landscaping, trails and public facilities on City-owned property or in the right-of-way.
Engineering Inspectors provide inspection services to sub-contractors who perform work for all projects that fall within the City’s right-of-way, which include all types of road maintenance (slurry, overlay, widening, complete rebuild), Fresno Area Express (FAX) bus stop, fueling station and building modifications, Fire Station remodels, Parks, After School, Recreation & Community Services (PARCS) projects such as swimming pool, community center and park renovations, trail rehabilitation, sewer and water main restoration and installations, new production water well installations, ADA repairs and modifications and many, many other type of improvements.
Subdivisions And Permits
Subdivisions – Engineering Inspectors provide inspection services to new housing developments (Subdivisions, site plans or parcel maps) to ensure the correct installation of all infrastructure (water/sewer lines, street lights, sidewalks, and roadways).
Permits – When a contractor or utility company will be doing either utility or street work in the City’s right-of-way, they pull an Encroachment Permit which is issued by Public Works/Traffic and Engineering Services.
Surveying
Survey Technicians provide survey services to all projects in the public right-of-way and on public property. Any requests for surveying on private property will need to be handled by the property owner who will need to hire a private survey company.
High Speed Rail (HSR)
Construction Management provides inspection and permit oversight for the State of California’s High Speed Rail (HSR) project.

Labor Compliance
All projects for the City of Fresno have to meet both state and local government requirements for payroll and staffing levels depending upon the type of funding. Construction Management provides Contract Compliance and required reporting to other governmental agencies on all projects we are managing.

Definition Of Terms

Right-of-way – Back of sidewalk to Back of sidewalk and everything in between. Handled by Public Works staff.
