Customer Service Simple Tiered Equity Program (STEP) and Employment Development Program (EDP) are two sewer connection programs offered to help the customer save on sewer fees. The programs are designed to reduce initial start-up costs and reward businesses for providing employment opportunities.
WHO DOES STEP AND EDP AFFECT?
New and existing businesses subject to a permit that expand or change service use. Existing businesses already connected to the sewer system are not affected.
WHAT IS A BUSINESS?
All commercial and industrial uses or residential uses on premises where there are four or more living units or where persons are housed in the same structure, such as boarding, fraternity houses, assisted care facilities, motels or hotels, or as determined by the Director.
WHAT SEWER FEES WOULD I PAY AT TIME OF DEVELOPMENT?
Oversize and lateral sewer charges will be collected at development. Sewer Facility Charges will be billed incrementally over time after a business begins discharging to the sewer system.
WHAT IS A SEWER FACILITY CHARGE?
Sewer Facility Charges are comprised of two Sewer Fees (Wastewater Facilities and Trunk Sewer Charges).
HOW ARE SEWER FACILITY CHARGES DETERMINED?
Sewer Facility Charges will be allocated based on actual sewer flows and loading generated by the customer. Water or effluent meters will be used to the measure flow. Sewer loading will be based on actual wastewater samples taken for industrial users or by general classifications identified in the City’s Revenue Program Guidelines for commercial users.
HOW CAN I REDUCE MY SEWER FACILITY CHARGES?
There are two suggestions that you as a customer can use to ensure that your Sewer Facility Charges are as low as possible. The first suggestion is to utilize the EDP program as described on this web page. The second suggestion is to install, at construction, irrigation meters. As stated previously, the charges are based on water meters and the volume used to calculate both a customer’s Sewer Facility Charges and their normal sewer bill can be greatly affected by installing irrigation meters.
HOW CAN I, AS A PROPERTY OWNER, TAKE ADVANTAGE OF THE EMPLOYMENT DEVELOPMENT PROGRAM?
Property management companies, along with property owners, may have difficulty taking advantage of EDP due to the need for payroll information from their tenants. There are a couple of ways that this issue can be addressed. The first is knowledge of the program. By understanding the program up front the customer can reach agreements with their tenants to obtain the needed EDP information as a condition of the lease agreement. Another solution specifically aimed at multi-suite locations can be taken at time of construction, and that is to install separate water meters for each suite. This allows greater flexibility for the property
manager in dealing with both EDP and normal sewer billings.
