City of Fresno Announces New Purchasing Manager
FRESNO, CA – Mayor Ashley Swearengin and City Manager Bruce Rudd today announced that Gary Watahira has been named the City of Fresno’s new Purchasing Manager, a division of Finance, effective May 12, 2014.
Mr. Watahira was most recently Administrative Manager in the City of Fresno’s Information Services Department and has served the City for more than 28 years. In addition, Gary has served in Budget, General Services, the City Manager’s Office and the Finance Department.
As the City of Fresno’s Purchasing Manager, Mr. Watahira will be responsible for coordinating the efforts of an eight member team ensuring the timely procurement of the City needs in the form of supplies, materials, and equipment services. This group also bids all public works projects and is further responsible for the disposal of surplus inventory. Purchasing’s annual procurement volume is approximately $145 million.
Also under the supervision of the Purchasing Manager is the federal Disadvantaged Business Enterprise (DBE) Program which is an integral part of the procurement process for federally funded projects. It is an outreach program to DBEs which is a prerequisite for receiving federal funds, particularly from the U.S. Department of Transportation.
In addition to Purchasing functions, Mr. Watahira will oversee the Graphic Reproduction Services team. This division is responsible for providing citywide assistance with in-house copying; mail; messenger services; acquisition of copier machines; and the printing/preparation and binding of large documents/reports.
Gary earned his Bachelor of Science in Business Administration from California State University at Fresno.
