Council Approves City Controller Hiring

The Fresno City council today approved the selection of Joe Gray to the position of City Controller. Gray, who currently serves as Finance Director for the City of Cincinnati, has over 21 years of experience in the public sector, primarily in budgeting and municipal finance.

City Manager Andy Souza announced Gray’s selection last week following a nationwide recruitment. Under the City’s Charter, the Fresno City Council has approval authority over the City Manager’s selection for the Controller position.

As Controller, Gray will oversee the daily operations of the City's financial activities, responsible for financial planning, fund investment and revenue enhancement, accounting and auditing, payroll, licensing and business tax functions, and utilities billing and collection.

Gray has served as Finance Director for the City of Cincinnati since 2006. The city recently adopted an FY2010 budget of $1.2 billion. The City of Cincinnati represents a population of 378,000 residents and employs a workforce of 6,000 full time personnel. Previously, Gray served as the city’s assistant finance director as well as a debt analyst for the State of Ohio. He earned his degree in finance from Ohio State University.

Gray will begin his duties with the City of Fresno on October 30th.
