City Names Development Director after Nationwide Search

Following a nation-wide search, City Manager Andy Souza today named John Dugan to the post of Planning and Development Director for the City of Fresno. Mr. Dugan holds a Master’s Degree in City Planning from Harvard’s Graduate School of Design and Kennedy School of Government. He is currently Deputy Director of Planning for the City of Los Angeles, where he manages the city's community planning programs. Mr. Dugan will begin work with the City of Fresno on September 1st.

As Director, Mr. Dugan will oversee property development and revitalization activity throughout the City, including land use planning, permit issuance, plan checks, inspection services and code enforcement. The department also administers programs aimed at the development of affordable low-income and moderate income housing. Mr. Dugan replaces Nick Yovino, who retired from the City in September, 2008. He was selected from a pool of nearly 70 applicants for the position.

“The quality of candidates applying for this position was incredibly impressive and brought a wealth of talent to the table,” Souza said. “I believe John Dugan’s skills, knowledge and experience are an ideal fit for our City and are critical to moving our City forward in the years to come. I also want to sincerely thank Interim Director Keith Bergthold for his outstanding leadership and dedication during this period of transition.”

Prior to his current position with the City of Los Angeles, Mr. Dugan served for 7 years as Director of Planning for the City of Oklahoma City, where he helped deliver over three billion dollars in new development to the downtown area and oversaw a complete overhaul of the city’s development codes. He has also lectured at the University level on urban issues and city planning.

“I believe Fresno is poised to become a model sustainable city and I am excited about joining the City’s team,” Mr. Dugan said. “I believe my experience with community planning, downtown development and code modernization will be helpful as the City works to attain the goals that have been set by Mayor Swearengin and the City Council.”

Mr. Dugan is a member of the American Planning Association and the American Institute of Certified Planners. In his new position, Mr. Dugan will earn a salary of $150,000 per year.
