During the last half of 2009 our agency has undertaken a major reorganization. Both staff members and departmental structure have been changed to better serve our community. With the changes in the economy, technology, prisoner releases, and cuts in both state and federal funding we have been challenged to deal with crime in our city.

We ended 2008 with the lowest violent crime rate since 1973 and are working hard to further drive down crime in 2009. With the exception of 2007, our 2008 property crime rate was at it's lowest level in over 40 years, and thus far in 2009, our property crime totals are down 5% from last year.

As Chief, I recognize the importance of having a clear and concise vision and mission as part of our reorganization. Both serve as an organizational compass for all of the members of our agency, both civilian and sworn.

Our new Vision is to serve our community with honesty, compassion and respect.

Our new Mission of the Fresno Police Department is to enhance safety, service, and trust with our community.

We keep our community safe by preventing citizens from becoming victims of crime or from being injured in traffic collisions. This is our highest priority.

We provide excellent service to the numerous requests we receive from the community. Our principal duty is to serve.

We maintain the trust of our community. This trust provides every department member with the foundation required to carry out our duties. Without trust we simply do not have the authority to serve our public.

The phrase "with our community" is included to reflect our desire to work side by side, in partnership with our community as we collectively fulfill our mission.

The following may appear to simply be six words, however they encompass everything our agency should strive for: Honesty, Compassion, Respect, Safety, Service and Trust. The first three: Honesty, Compassion and Respect not only exemplify how we treat the community but how we all want to be treated. The last three: Safety, Service and Trust are what we strive to provide our community every day.
