Georgeanne White, Chief of Staff

As Chief of Staff, Ms. White plans, organizes and oversees the day to day activities of the Mayor’s Office, including scheduling, special projects, intergovernmental and legislative affairs.

The Chief of Staff serves as a Senior Policy Advisor to the Mayor and works closely with the City Manager and Department Heads in the development and implementation of City policy.  Ms. White is married to William M. White. They have twin daughters, Katie and Gracie.



Kelli Furtado, Deputy Chief of Staff

Kelli Furtado joined Mayor Swearengin’s Office as deputy chief of staff in January 2009 with a diverse professional background. Prior to joining the Mayor’s Office, Ms. Furtado served as assistant director of the Office of Community and Economic Development (OCED) at California State University, Fresno. Ms. Furtado also served as the chief operating officer of the Central Valley Business Incubator and was instrumental in the development of the Water and Energy Technology Incubator.

The deputy chief of staff provides direct support to the Mayor and oversees all operational/administrative aspects of the Mayor’s Office. Additional duties include the appointment of commissioners to various boards throughout the community as well as involvement in mayoral initiatives, such as Fresno First Steps Home.


Cheryl Burns, Special Assistant

Cheryl Burns joined the City of Fresno in 2002. As Special Assistant to the Mayor, she oversees scheduling and travel logistics, constituent services and a variety of administrative projects. Ms. Burns earned her bachelor’s degree in liberal studies from California State University, Fresno and is currently pursuing a master’s in public administration.







Katie Stevens, Governmental Affairs Manager

As Government Affairs Manager, Katie Stevens facilitates and maintains the City's intergovernmental relationships with local, state and federal agencies as well as legislative offices. She advocates for the City's legislative priorities in cooperation with its contracted advocates in Sacramento and Washington, D.C. Ms. Stevens provides analysis, technical assistance, and recommendations regarding legislative issues, intergovernmental activities, grant opportunities and other matters to Mayor Swearengin, City Council members, and the City's senior management team.
