Mayor Ashley Swearengin and Rachelle Taylor, Former DAC Chair
The DAC is a seven-member body made up of community leaders appointed by the Mayor and approved by the City Council; five of the seven members must be persons with disabilities.
The current Commission represents many years of professional work and personal experience with a range of disabilities. It includes:
- Ms. Michelle Bronson, Chair, Executive Director of the Deaf and Hard of Hearing Service Center.
- Dr. Jenelle Pitt, Vice Chair, an assistant professor in California State University, Fresno's nationally-recognized Rehabilitation Counseling Program
- Mr. Robert Hand, Executive Director of the Resources for Independence, Central Valley (formerly the Center for Independent Living (CIL) Fresno.
- Ms. Mary Beth Randall is a Board Member of the Guide Dog Users of California and member of the California Council of the Blind and the American Council of the Blind.
- Mr. Carlos Duarte, an ex officio member, is an ADA transportation specialist with Fresno Area Express.
- Ms. Joanna Pilibosian - Junior League of Fresno Past President (2010-2011) and 20 year member. Has worked with Exceptional Parents Unlimited (EPU) serving children with disabilities and their families.
- Dr. William Dailey, Gerontology faculty Department of Social Work/Gerontology, California State University, Fresno and Human Services faculty at Fresno City College, Department of Social Sciences. His working partner is Farley (guide dog).
- Ms. Reyes Acosta has an extensive background working in Public Relations, Business Relations, and broadcasting and is emerging from retirement to work with local companies and organizations to explore and develop the sensitivities and opportunities regarding able people with hearing, visual, mobility and cognitive challenges.
The DAC meetings will be held on the second Tuesday of most months (with the exception of December 2011) from 10:00 am – 11:30 pm in City Council Chambers. Please note that there are no regularly scheduled meetings in July or November. All are welcome to attend. For information about past meetings or upcoming agendas, please see below.

City Recognizes 2011 Disability Advisory Commission Achievement Award Winners
Each year, the City of Fresno Disability Advisory Commission (DAC) recognizes an individual and an organization that have improved the quality of life for individuals with disabilities in Fresno. This year, the winner of the DAC’s individual Achievement Award is Mr. Bud Breslin. The winner of the DAC’s organization Achievement Award is Snacks To You, a program of Vocation Plus Services, Inc (VPSI).
Mr. Breslin is being recognized for his dedication and service on behalf of individuals with a variety of disabilities. He has been the Executive Director at the Valley Center for the Blind for the past year and a half. Because of his dedication and determination to keep the center’s doors open, Mr. Breslin has never taken a paycheck. Mr. Breslin is actively involved with Break the Barriers, an organization which provides and promotes inclusion for all people through sports and performing arts. He is a former Executive Director of the Fresno Area Down Syndrome Society. Mr. Breslin has an extensive volunteer background including service as a Licensed Minister of the Congregational Church, over 20 years as an active Kiwanian, and involvement with the Boy Scouts of America since 1949, during which time he was awarded the Silver Beaver by Sequoia Council. Additionally Mr. Breslin was an active Marine Reservist until retirement in December 1990.
Snack To You, a program of VPSI, is being recognized for providing employment and vocational training to people with disabilities, allowing for community integration and skills development for their employees. Snacks To You is a lunch catering business which began in 2002 as a creative alternative means for revenue to continue programs and services in the face of funding cuts. VPSI is committed to maximizing the quality of each consumer's life by providing opportunities for employment, integration and independence in the community. In 2009 Snacks To You was given the Exemplary Employer Award by the California Department of Fair Employment and Housing. In March of 2011 VPSI was honored by the Commission on Accreditation of Rehabilitation Facilities as a Best Practice and invited to Tucson, Arizona to give a presentation on the Snack To You program.
“DAC is very proud to recognize Bud Breslin, Executive Director of Valley Center for the Blind, and Snacks To You for their dedication to serving people with disabilities,” said Michelle Bronson, chair of the DAC and Executive Director of the Deaf and Hard of Hearing Service Center, Inc. “Both Mr. Breslin and Snacks to You are committed to empowering people with disabilities to realize their full potential and to take pride in their employment.” Both recipients were selected at the DAC’s September 20, 2011 meeting and honored October 6, 2011 during the City Council meeting as part of the commemoration of October as Disability Awareness Month.
