ONE-YEAR Volunteer Water Meter Study
By mandate of state and federal law, all residential customers of the City of Fresno Water Division will be charged a metered rate for their water consumption by the year 2013. As residents transition from a flat rate to a metered rate, this process will be of great interest to our customers.
The Water Division continues its outreach efforts with the development of a new Volunteer Study to gauge the impact of water usage on the daily lives of customers. Volunteers will be representative of a cross section of the community, and will be recruited from each city council district. Up to 70 households will be selected and water meters will be installed. During the yearlong study, efforts will be made to encourage the fixing of leaks, and educate the public about ways in which they can conserve water in order to keep their utility bills down.

Accurate water measurement is critical for; charging each customer fairly, preventing water waste, and minimize the flows to wastewater facilities.
Meters have always been installed and read at commercial, industrial, and multi-family properties in the City of Fresno. The meter program at the Water Division coordinates the planning, installation, testing and maintenance of water meters. The City has meters ranging in size from 5/8'’ to 10'’.
There are many types of water meter; most commonly used are the ‘nutating disc’ and ‘turbine’. The nutating disc meter is accurate at lower flows, and the turbine is accurate at higher flow.
New technology has developed a ‘single port jet’ meter that has accuracy at both high and low flows. It has few moving parts inside which makes it virtually maintenance free.
The water division has started installing the single port jet at locations where the existing meter is old and worn.
A customer can read their meter at anytime to track usage. The meter register is either in cubic feet or gallons. There is seven and half gallons for every cubic foot. By watching the register it tells you amount of usage and if there is flow at that time. For example; if water is not being used, yet the meter is turning, that may indicate there is a leak somewhere in the customers system.
