On May 2, 2006, the State Water Resources Control Board issued Order 2006-003-DWQ, a Statewide General Waste Discharge Requirements for Sanitary Sewer Systems. (WDR-SSS) Its main purpose was to reduce sanitary sewer overflows (SSOs). One of the requirements of the WDR-SSS is for all agencies to develop and implement a Sewer System Management Plan (SSMP) that will provide a mechanism to properly manage, operate and maintain all parts of the sanitary sewer system to prevent and/or eliminate SSOs. The City’s SSMP was approved by Council on April 7, 2009.
