On Thursday, July 31st, the Fresno City Council rescinded the previously approved water rate increases, thereby restoring the rate schedule that was last in place on September 16, 2013. The rate rescission was effective 8/1/14, and will impact water bills from that date forward.
The City of Fresno Utilities Billing and Collections Division typically bills approximately 6,000 accounts a day, and the billing periods are generally 30 days in duration and span across two months. For water consumed during the June/July billing period, residents will see an increase and pro-ration of their water charges to reflect the rate increase that went into effect July 1, 2014. Similarly, for water consumed during the July/August billing period, residents will see a decrease and pro-ration of their water charges to reflect the rate decrease that went into effect August 1, 2014.
As currently planned, all bills should stabilize during the August/September billing period. If customers have any questions about their utility bill, they are encouraged to call 559-621-6888.

Utilities Billing and Collection (UB&C) is a Division of the Department of Public Utilities and is directly responsible for the billing and collection of the City of Fresno's utilities fees and charges.
Specifically, the division collects fees for Water, Sewer, Solid Waste, and Community Sanitation. UB&C has approximately 130,000 customers that comprise twelve billing groups. Customers are billed in one of four billing cycles consisting of three billing groups per cycle. The division is responsible for annual billings of approximately $190,000,000.
UB&C is made up of approximately 56 full time employees, with job duties that include assignments such as administrative clerical support, accounting/payroll, payments processing, mail operations, special billings, customer service, collections, and field services. Although UB&C performs numerous functions and provides a multitude of services, there are two functions that most directly affect our customers: counter services, and telephone customer inquiries. At present there are four sections within UB&C; the Administrative Section, the Customer Services Section, the Collections and Field Service Section, and the Manchester Center office. Jointly these sections and units are responsible for the improvement in the level of customer service that our customers receive.
UB&C is located at 2600 Fresno Street, "City Hall" first floor. City Hall is located on P Street, between Tulare and Fresno Streets.
