Utilizing grant funding provided by the US Department of Justice, Office of Community Oriented Policing Services, Child Sexual Predator Program, the Fresno Police Department launched a fairly aggressive response to address the city’s high population of registered sex offenders. Partnering with the US Marshal’s Service and US Attorney’s Office, the department established a task force to further protect the citizens of Fresno. The Violators Of Innocent Children Eradicated (V.O.I.C.E.) Task Force collaborates with local, state and federal agencies in the following ways:

  • monitoring and registering sex offenders,
  • proactive responses to potential registration violations,
  • building cases against sex offenders (specifically child) for federal prosecution (unless state prosecution is a more feasible approach in given situations).

The purpose of this team is to enhance strategies to locate, arrest, and prosecute child sexual predators and exploiters and to enforce registration laws. Furthermore, the police department provides public education and awareness of child sexual predators.

Community involvement is vital to the task force’s approach on eradicating these offenders. Utilizing the Crimestoppers program, an aggressive public service announcement campaign was implemented.

Through education and awareness, community involvement will further assist in the task force’s initiatives.

Another key element for success is the greater need for early detection. Often children are sexually abuse for many years prior to reporting. Awareness, education and early detection measures were established at the Fresno Unified School District’s elementary school level. Specifically trained in early detection symptoms, School Resource Chaplains (SRC) were deployed at various elementary schools to assist with this aspect. The motive and drive of this response is to prevent the continued sexual abuse of children by predators. Fresno Police Department Chaplains are available 24 hours a day to provide support and act as liaisons to various support groups if the need arises.
