Long Range Planning
This section of Sustainable Fresno is responsible for accomplishing the preparation and maintenance of the Fresno Green Development Code, General Plan and Master Environmental Impact Report (MEIR) Update. This effort will provide future land use, transportation and resource planning that comprehensively incorporates water, energy, climate, and fiscal sustainability goals and measurable objectives into an integrated policy framework for Fresno. These goals and policies will in turn be supported by focused implementing strategies, effective regulatory codes and expeditious permitting processes for desirable development. Successful completion of these tasks will make significant contributions toward the achievement of economic, environmental, and community goals. The Fresno Green Development Code, General Plan and MEIR Update Project is designed as a tool to elevate the inherent values and assets of Fresno into sustainable urban form and municipal practices, and to leverage Fresno’s potential to achieve great city status.

Resource Efficiency Programs
Programs under this activity are focused on reducing energy and water use in existing homes and businesses. In 2007, the City of Fresno as a community spent an estimated $750 Million on energy in the form of electricity and natural gas. The resource efficiency programs of Sustainable Fresno Division have a goal to reduce energy usage by 30% and save an estimated $225 Million each year in the community.

In January 2011, the City Council unanimously approved the adoption of the California Property Assessed Clean Energy (PACE) program administered by Public Finance Solutions and Engineering for the City of Fresno. PACE is helping property owners improve their energy efficiency and save money. PACE utilizes bond financing to provide property owners fixed-rate, property-based, no money down financing for energy and water efficiency retrofit to their properties, significantly reducing energy bills and expenses with instant cost savings.
