Major Development Proposals Under Review

The Planning Division makes every effort to encourage public participation, while simultaneously informing the public of projects that are under review.  The following is a short list of the many projects currently under review by the Division.  Should a project not be listed below, please contact us by clicking on the "Contact Planning" icon located on the left hand column. 

Northwest corner of E. Jensen & S. Minnewawa Avenues
John & Shelly Shamshoian and Cyrus & Dianna Setoodeh, have filed a plan amendment and rezone request pertaining to 23.2 acres of property located on the northwest corner of East Jensen and South Minnewawa Avenues. Plan Amendment Application No. A-08-09 requests a change in the 2025 Fresno General Plan and Roosevelt Community Plan to redesignate the planned land uses of this property from medium-low density residential (11.4 acres) and medium density residential (3.8 acres) planned land use to the medium-high density residential planned land use. Eight (8.0) acres of the subject property is already planned for medium-high density residential use. Its accompanying Rezone Application No. R-08-013 requests a change in zone district for the entire 23.2-acre property from AE-5/UGM (Exclusive Five Acre Agricultural District/Urban Growth Management Area) zone district to the R 2/EA/UGM (Low Density Multiple Family Residential District/Expressway Area Overlay/Urban Growth Management Area) zone district. If approved, these applications would allow for the future development of a multiple family residential development on the subject property. Roeding Regional Park and Fresno Chaffee Zoo Facility Master Plans (Including Rotary Playland and Storyland)

The City of Fresno, Fresno’s Chaffee Zoo Corporation and Rotary Storyland/Playland have filed Conditional Use Permit Application No. C-08-186 and are in the process of preparing a Draft Program Environmental Impact Report (EIR). The Program EIR will address the adoption and implementation of the Roeding Regional Park Facility Master Plan, Fresno Chaffee Zoo Facility Master Plan and Conditional Use Permit Application No. C-08-186 necessary to implement the plans. The master plans contain comprehensive, coordinated proposals designed to extensively renovate Roeding Park and Rotary Playland/Rotary Storyland, and to renovate and expand the Fresno Chaffee Zoo.

The site is located in the southwest portion of the City of Fresno. The 148-acre park is bounded by West Olive Avenue on the north; West Belmont Avenue on the south; Golden State Boulevard and the Union Pacific Railroad line on the east; and State Route 99 on the west (APN 450-020-08T). The Fresno Chaffee Zoo is in the south-central portion of Roeding Park, Rotary Playland in the southwest corner, and Rotary Storyland along the west boundary.

Sunset WastePaper Material Recovery Facility & Transfer Station (Southwest Fresno)

The County of Fresno is proposing to operate a regional, permanent household hazardous waste management facility on property located on the southeast corner of S. Elm and E. Vine Avenues. The premises will consist of approximately 15,000 square feet located within, and on the northern portion of, the Sunset Waste Paper Material Recovery Facility & Transfer Station. The site where this facility will be located is currently used by Sunset as a parking lot and storage area. Along with the addition of this new household hazardous waste management facility, the proposed project also includes a request by Sunset Waste to slightly modify and add operations to the existing material recovery facility and transfer station. These changes include the following: 1) addition of a self-haul disposal of solid waste and recyclables; 2) addition of recyclable bale storage areas inside the transfer station and just south of the existing canopy along the southern elevation of the transfer station; and, 3) addition of manual and mechanical sorting of glass recyclables adjacent to the existing bunkers located along the western elevation of the transfer station). The project also proposes limited vehicular access to East Vine Avenue which is currently only used for emergency access. The proposed project does not involve an increase in the permitted tonnage, traffic, or hours of operation.  Note that comments on the Environmental Assessment will be accepted until Tuesday, March 3, 2009 at 5:00 p.m.

Figarden Mixed-Use Building (Gunner-Andros) (northwest Fresno)

Developer, Gunner-Andros, is proposing a six-story, 305 residential unit development on approximately 4.0 acres of property located on the south side of W. San Jose Ave., immediately east of the Figarden Financial Center and Fig Garden Village (map of project area).  The applicant has submitted the requisite general plan amendment, rezone, and conditional use permit entitlements to the city.  The City is requiring that the project applicant to prepare an Environmental Impact Report in accordance with the California Environmental Quality Act guidelines for the proposed project.

El Paseo (northwest Fresno)

The proposed project is located in northwest Fresno and is generally bound by W. Herndon Ave. on the north, N. Bryan and W. Bullard Avenues on the east, Carnegie Avenue to the south, and State Route 99 to the west (map of project area). Entitlements for this project will include a General Plan Amendment, Rezone, and Master Conditional Use Permit Applications, a Development Agreement, and Tentative Tract Map.

The applicant proposes to develop an approximately 238-acre project at the northwest gateway of the City. The final development would include retail, office, hospitality, and entertainment uses. The integrated, mixed-use project is planned to include:
• A large retail marketplace
• A lifestyle center or town center project
• A mid-rise office park and hotel
• A light industrial business park

Westlake (northwest Fresno) 

Granville at Westlake, Inc. is proposing to develop a 460 acre project with residential and commercial uses within an area located west of State Route 99 bounded by West Gettysburg Avenue, West Shields Avenue, North Garfield Avenue, and North Grantland Avenue (map of project area).  The property, which is currently fallow farmland (but periodically is in agricultural production) is within the adopted Sphere of Influence (SOI) of the City of Fresno and is planned and partially pre-zoned for several urban uses.  For additional information, please contact Sandra Brock at (559) 621-8041 or Sandra.Brock@fresno.gov.
