Development Partnership Center (DPC)

The Development Partnership Center (DPC) serves as a pre-submittal and one-stop location where various personnel from city departments are available to provide assistance prior to the submittal of applications for formal review.  The DPC is intended to resolve any issues that may prevent the timely processing of applications and allows applicants to discuss their projects with city staff.

The center is staffed by personnel from the Planning , Economic Development, Fire, Police, Public Works and Public Utilities Departments.  In addition, representatives from the Fresno Metropolitan Flood Control District (FMFCD) are available on Mondays, Wednesdays, and Fridays from 8:00 am to 9:00 am.

Prior to the formal submittal of any application, the DPC reviews the application and accompanying documents for content and clarity.  Note that all applications must first be reviewed by the DPC and require approval prior to formal submittal.

The DPC is located in City Hall (third floor, north end).  The center is open to the public between the hours of 8:00 am and 5:00 pm. An appointment is not required, however one is recommended.

In an attempt to expedite the pre-application process, please refer to and complete the Pre-Application Submittal Form.  For all other applications, please refer to Applications and Forms.

For additional information or to schedule an appointment, please contact Franklin Spees at (559) 621-8181 or via e-mail at Franklin.Spees@fresno.gov.
