New Construction of Affordable Housing
The City, through its Housing and Community Development Division (HCD), administers the federally funded HOME Investment Partnerships (HOME) Program. The City makes a portion of these funds available each year for the development and rehabilitation of affordable housing for low-income families and individuals. Eligible organizations and entities are invited to submit applications for affordable housing projects for these funds.
City funds are intended to leverage other housing funds to maximize the available City resources for housing projects. City funding is intended to fill the gap between development costs and financing available from private and other public sources. Applicants are expected to pursue financing from all available sources. Other sources of funds include public and private grants, loans, equity investments and in-kind contributions.
City funds are provided for multifamily and single family projects. Funds may be used for new construction, acquisition, and/or rehabilitation of already-owned projects.
FUNDING AVAILABILITY
Funds are available through an annual NOFA process. The HOME NOFA is published in January of each year, with funding becoming available in July of the same year.
