New Housing Development
Each year, the Housing and Community Development Division, through its partnerships and funding commitments, creates approximately 300 new affordable housing units totaling over $60 million of private and public investment in the community. Here is a sample of some of our projects currently underway or recently completed:
- Echo Street Infill – rehabilitation of historic homes and the construction of new single family homes
- Tanager Springs - 160 affordable multi-family units recently developed by ADI/Squire Development
- South Clara Estates – 10 affordable single family homes under construction by Habitat for Humanity
- Arbor Court Homes – 19 homes for the disabled under construction by Arbor Court (EAH Inc.)
- Palm View Gardens (Transit Village) – a cooperative effort between the Housing and Transportation Divisions of the City and ROEM Development Corporation, the project will consist of a multi-modal transit hub with 133 units of high density housing
- Garret Construction– the City is working with Habitat for Humanity to construct 2 new single family homes in south east Fresno
Land Acquisition
The City has purchased property throughout the City for affordable housing development. Most of these parcels have been resold to the private sector and non-profit sector for the development of housing units. The City is looking for interested partners to purchase a City-owned lot on Diana Street near Divisadero Street in downtown Fresno.
Other Housing Activities
During the same period, the City has also invested staff time and City resources to various other housing activities that promote accessibility to affordable housing.
- Community Housing Council: City staff partners with other local housing, non-profit and private partners to jointly address the affordable housing concerns of the Fresno area.
- 10x10 Blue Ribbon Committee on Affordable Housing: Housing staff oversees this Mayor appointed committee that works to ensure affordable housing development, and the provision of safe affordable housing remains a primary goal for Fresno.
Home Improvement Program
During the 2008-2009 program year, a total of 10 owner-occupied households received assistance to repair their homes. Due to a funding freeze from the program's main funding agency, additional homes were not assisted, as projected. Along with this program, the City provided assistance to 3 senior and/or disabled families to provide accessibility improvements their home.
Senior Paint/Weatherization/White Picket Fence
During the 2008-2009 program year, 158 senior households benefited from the program for a total of $315,021 in CDBG funds.
Emergency Repair Grants
The City administers an Emergency Repair Program for homes that have health and safety issues and have been issued a citation by the City’s Code Enforcement Division. Two households received grants; $11,510 of CDBG funds were used to provide the minor rehabilitation activity.
First-Time Home Buyer Programs
The City did not operate a First Time Home Buyer Program during the 2008-2009 program year due to the unavailability of CalHome mortgage assistance funding.
Leveraging of Funds for Housing Programs
The City has designed its housing programs to assist low-income families, while leveraging funds in a sound, business-like manner. The housing projects completed resulted in leveraging a total of $4,399,380. The leveraging came from financial investments by owners, lenders and developers participating in the City’s housing programs.
