Applying for the Municipal Restoration Zone
Applying for the MRZ is quick and easy. Read through the process below. If you still have questions, contact the

Step One - Qualifying Event
There are two ways to qualify for MRZ benefits:
1. As a
New Business
Must be a commercial, industrial, retail, or other legitimate business who on or after July 1, 2006:
- Establishes a business location within the MRZ boundaries; and
- Employs at least 2 full-time (35+ hours) employees; and
- Has an ownership interest in the property OR has a long-term lease (not less than 5 years).
OR
2. As an
Expanding Business
Must be a commercial, industrial, retail, or other legitimate business, already located within the MRZ, who, on or after July 1, 2006:
- Employs at least 2 full-time (35+ hours) employees; and
- Has an ownership interest in the property, OR has a long-term lease (Not less than 5 years); and
- Has expanded their physical facilities by at least 20%, OR expanded the number of employees filling full-time (35+ hours) positions by at least 20%
If you feel you qualify in either category, move on to Step Two.
Step Two - Application for Eligibility
After the qualifying event takes place, you must fill out an Application to Determine Eligibility. Return completed application to:

*As part of the process, you will be asked to provide documentation to verify eligibility.
Step Three
If you need a building permit, a Certificate verifying your eligibility will be provided to you by the Economic Development Department. Take this to the Development Department - Permits Division and you will receive a 50% discount on your building permit fees (excluding impact fees).
If you paid building permit fees between July 1, 2006 and the date of your application for eligibility, you can request a retroactive refund from the Economic Development Department.
Step Four
To receive refunds and/or credits for all other incentives:
- Gather receipts
- Fill out Request for Payment form
- Turn into Economic Development Department
Filing period is October 1 through June 1 following the June 30 end of each Incentive Period.
