Update on the $250,000 Entrepreneur USA Busines Plan Competition   

The Lyles Center for Innovation and Entrepreneurship at CSUF (ranked 8th in the nation by Entrepreneur Magazine) is pleased to announce that we are moving forward on plans for the $250,000 Entrepreneur USA Business Plan Competition. We have recently partnered with the Astone Agency that will assist us in our advertising efforts.

The Competition will provide an opportunity for entrepreneurs across the country to submit a business plan for the launch of a business in the City of Fresno. These enterprising entrepreneurs will visit a website, gather information on opportunities in the region, craft a business plan, and submit an application online for evaluation.

The top 10 business plan finalists will be flown to Fresno for their presentations in the fall of 2008. The winner will receive $100,000 cash and $150,000 of in-kind services provided they start and grow the business in Fresno. A field of judges will be selected to interview the ten finalists and scrutinize their business plans. Entrepreneurs will soon be able to obtain information about the contest through advertisements with media partners and via the website.

Our team of web engineers is developing a web site that will provide market information to entrepreneurs that will also serve as a portal for business and community resources while submitting entries. 100% of the prize winner earnings of $100,000 have been identified. We are seeking further capital and in-kind funding to complete our package.

Business and Trade Association Leaders to Participate in Second National Regulatory Fairness Hearing    

WASHINGTON - The Office of the National Ombudsman at the U.S. Small Business Administration will host its second national regulatory fairness hearing in Washington D.C. on March 12, at 10 a.m. This event, which will be held at the Environmental Protection Agency’s East Building, will give leaders from business organizations and trade associations an opportunity to comment on unfair or excessive federal regulatory enforcement that impacts their members and small businesses nationwide.

“The first national hearing was a great success, as groups explained the challenges their small business members face when trying to comply with regulations within their respective industries,” said SBA National Ombudsman Nicholas Owens.

“We would like to build upon last year’s hearing, and continue to successfully identify those federal regulatory enforcement actions that are excessive — rather than effective — for small businesses across the nation,” Owens said.

The national hearing will also function as an information session on how SBA’s Office of the National Ombudsman serves as troubleshooter for the nation’s small businesses. “We’d like the representatives, on behalf of their associations’ members, to come away with a better understanding of how the National Ombudsman is a vital resource for America’s small business owners,” Owens said.

The Small Business Regulatory Enforcement Fairness Act of 1996 created the Office of the National Ombudsman within the SBA and established 10 regional regulatory fairness boards nationwide.

Each year a series of public regulatory fairness hearings are held around the country. These hearings are usually chaired by the National Ombudsman and regional board members and attended by officials from various federal regulatory agencies. During the hearings, small business owners have an opportunity to testify in person, presenting their concerns about unfair practices or burdensome policies imposed on them by federal agencies, without fear of retaliatory action. Business owners also have the option of submitting their comments in writing to the National Ombudsman.

The upcoming national hearing will follow a similar format. During a typical regional hearing, comments from business owners are forwarded to the appropriate federal agency for their review. The National Ombudsman asks the federal agency to respond within a specified time period. In many instances, the federal agency has reduced or waived particular penalties and/or compliance actions. At a minimum, the agencies direct a high-level review of the enforcement action to ensure fairness. Comments from the national hearing will also be included in the National Ombudsman’s annual report to Congress, which rates federal agencies on responsiveness to small business concerns.

Fresno State Awarded $4.5 Million Biomedical Grant Funded by NIH

“Developing Biomedical Research Infrastructure for Central California’s Central Valley,” a 5-year Research Infrastructure grant for Minority Institutions (RIMI) was funded by the National Institute of Health.

Research faculty from Biology, Chemistry, and Psychology are the core of this grant, which aims to: 1) Build research capacity, 2) Increase the range of biomedical research on health and health disparities, 3) Enhance research facilities to include a proteomic/functional genomics lab, and a molecular and functional imaging lab, and 4) Strengthen faculty research training.

Principal Investigator of this grant is Dr. Jeronima Echeverria, Provost and Vice President of Academic Affairs. Co-project Directors are Dr. Krish Krishnan (Associate Professor, Chemistry) and Dr. Lynnette Zelezny (Professor and Chair, Psychology). In addition, Core Leaders are Dr. Alejandro Calderon-Urrea (Associate Professor, Biology) and Dr. Jason Bush (Assistant Professor, Biology).

Three collaborative subprojects will be conducted:

1. Dr. Jason Bush (Assistant Professor, Biology) will examine the effects of Central Valley pesticides on breast epithelial cells in Hispanic/Latino farmworkers.
2. Drs. Krish Krishnan and Alam Hasson (Associate Professors, Chemistry) will conduct a critical evaluation of the inter-relationship between levels of air pollution, viral infection and asthma exacerbations in the California Central Valley.
3. Dr. Amanda Mortimer (Assistant Professor, Psychology) will research cultural differences in marital caregiving interactions in Alzheimer’s disease.

Leading California Companies Announce Buyers’ Group for Renewable Power

With today’s announcement by fourteen of California’s most prominent energy buyers, green power becomes an even more integral part of doing business in California. The partnership is called the “Green Power Group – California Affiliates.”

Advanced Micro Devices, Apple Inc., BT Americas, Cisco Systems, eBay, Google Inc., Hewlett-Packard, Intel Corporation, Intuit, Levi Strauss & Co., News Corporation, Pactiv Corporation, Patagonia, and Wal-Mart Stores, Inc will be sharing best practices for purchasing and developing new sources of renewable energy. The partnership will help enable them to meet environmental goals, reduce exposure to volatile electricity prices, and support new clean technologies.

The Green Power Group – California Affiliates is the third commercial and industrial partnership convened by the World Resources Institute (WRI). The first two partnerships, the U.S. Green Power Market Development Group and the European Green Power Market Development Group, have facilitated the development of over 600 megawatts of renewable energy through on-site projects and green power purchases. The California Affiliates will build on this experience to bring corporate renewable energy purchasing to significant scale in California.

“The commercial and industrial sectors can play a critical role in supporting renewable energy and energy efficiency technologies,” said Alexander Perera, director of WRI’s Green Power Market Development Group. “By working together, these companies hope to see improved green-power purchasing opportunities in the state.”

CVBI Continues Business Fundamental Seminar Series   

(Fresno, CA) Seminars about business financing and bookkeeping will continue the Central Valley Business Incubator’s 2008 Business Fundamentals Seminar Series.

The series, consisting of two seminars per month, features topics that are useful for entrepreneurs and business owners at any stage. The sessions allow for participants to “brush up” on – or learn – business fundamentals in one session.

The next two seminars will be “Bookkeeping 101: Setting Up the System” and “10 Ways to Make Sure Advertising Works.” Mike Gossen, CPA, will present “Bookkeeping 101: Setting Up the System,” on Friday, March 21, from 9 a.m to noon. The second seminar, “10 Ways to Make Sure Advertising Works,” will be presented by Art Reker, owner of Armadillo Advertising, on Wednesday, April 2, from 5:30 – 8:30 p.m. Cost is $35 for members and $50 for nonmembers.

Kern Street Kickoff   

Major fun and major entertainment are being planned for the Kern Street Sports Town Kick Off. Events are being planned around all twelve Friday night Grizzlies’ home games from April through August. The City of Fresno Economic Development Department in cooperation with several corporate sponsors are in the planning stages to throw the biggest block party in Fresno's history.

The revitalization of Kern Street is an integral piece of the overall downtown revitalization plan that will change the face of the neighborhood. It will strengthen an important downtown corridor between the Chukchansi Park Stadium and the Convention Center and the planned improvements will foster investment that creates new jobs and sales tax while improving its interest and usability. Fresno's baseball stadium, New Exhibit Hall and remodeled Convention Center complex are all walking distance from each other, and coupled with the historic architecture along Kern Street; they form the perfect basis for a sports oriented retail and entertainment area.

The Kern St. Kick Off will spotlight all the improvements created for Sports Town, from N Street to Van Ness. New sidewalks, new street lights, new tree lighting, the beginning of the Fresno Sports Walk of Fame, and much more. Activities will include "everything street faire"...games and contests for the kids, food for all, a huge variety of vendors booths, liquid refreshments, as well as live entertainment including some nationally known musical performers who are guaranteed to attract moms, dads and kids of all ages. All the music, fun and activities will start at 5 O'clock and run through midnight. And right in the middle of everything...the Fresno Grizzlies action packed Friday night home games at Chukchansi Stadium. Catch the game AND the party for the most entertaining evenings in Fresno's revitalizing downtown.

Social Compact to Address Fresno Neighborhoods:
Addressing Barriers to Private Investment in Inner-City Neighborhoods
   

The Fresno City Council got the ball rolling on spurring private investment throughout the City by unanimously passing a resolution to reallocate $100,000 for the Economic Development Action Plan on Tuesday, February 26, 2008. This plan includes a Neighborhood Market Drill Down Analysis of the entire City, to be performed by Social Compact, Inc., and a Community Asset Map Project for the 93706 zip code area. Council approved the agreements for each of these projects as well.

In June 2008, Council placed this funding in contingency, pending the raising of matching funds by community partners. The goal was to show a cohesive effort in making significant change in targeted communities throughout the City that have been characterized by persistent poverty.

The Drill Down, an assets-based micro-market analysis, will address some of the key barriers to private investment in and around inner-city neighborhoods. This analysis uses numerous sources of market data to identify the fundamental business attributes and market characteristics of urban communities, capturing density, hidden populations, cash economies and micro-market development patterns that are not captured by traditional market analyzes.

The Asset Map is designed to compile all relevant neighborhood, public, and private "assets" in the 93706 zip code area that can be coordinated to create economic and community development opportunities for residents. These assets include businesses, planned housing and commercial development projects, school and job training resources, public transportation, and civic organizations.

The two projects are expected to be completed no later than December 31, 2008.

Once finished, the City will have the tools necessary to stimulate private investment throughout our most impoverished neighborhoods and will also have an actual asset map of the 93706 zip code area that will serve as a template to be able to perform the same analysis in the rest of the City.

Once the two projects have been completed, the next step will be use the data to compile an Economic Development Action Plan to further make the case for public and private investment in targeted communities throughout the City.

The Creation of a Downtown PBID   

The creation of a Downtown PBID and/or Special Assessment District took a critical step forward on February 26, 2008 with the 7 - 0 vote of the City Council to reallocate $15,000 in City matching funds to assist the Downtown PBID Committee and One-by-One leadership to hire a key consultant to move the process forward.

On December 18, 2007, City Staff presented to Council a concept to restore the Fulton Mall by implementing a façade improvement program and an infrastructure restoration project. Council directed Staff to proceed with the study and formation of a Downtown Property Based Improvement District (PBID) or Special Assessment District to create a revenue stream for repayment of a CDBG Section 108 loan to fund the facade improvement program and the infrastructure restoration project. Staff has been aggressively working with the Downtown PBID Committee and the Downtown Chamber Task Force on this issue and is prepared to proceed to the next step in the process, which is to hire consulting services to examine current conditions in Downtown Fresno and provide recommendations and best practice strategies.

The Downtown PBID Committee has received $15,000 in private gift donations to match the City’s $15,000 to proceed with the next step, which is to contract the services of the International Downtown Association (IDA) by One-by-One Leadership, a 501(c)(3) nonprofit organization. The cost of the IDA’s contract and expenses is estimated not to exceed $30,000.

The IDA Advisory Panel will examine and assess current conditions in Downtown Fresno, including the relationship between the Downtown Fresno Partnership and various stakeholders; discuss and compare best practices and successful strategies employed by other similar business districts, particularly with regard to the establishment of a PBID and/or an assessment district in Downtown Fresno; review and make recommendations regarding any appropriate residential, retail, and business development strategies; examine advantages and disadvantages of collaborative planning and funding strategies, especially in business improvement districts; and recommend ways that programs, if initiated, can be sustained.

It is expected that the IDA panel will be under contract within the next 30 days and the results of their study to be completed in 30 days after receiving their notice to proceed.

2008 Centennial Honors Saroyan’s Legacy
   

Fresno, California is leading a statewide celebration honoring their most high-spirited native son, William Saroyan, during the 100th anniversary year of his birth (1908-2008).

Saroyan was an internationally renowned Armenian-American novelist and playwright, whose published writings topped over 4,000 literary works, including short stories, plays, and novels. William Saroyan was born in Fresno and died in Fresno, and in between he became an award-winning writer and playwright, to include a Pulitzer Prize, an Academy Award, and The Drama Critic’s Circle Award. He had an illustrious career that spanned over forty-seven years.

State Center Community College District will conduct its second annual Career and Technical Education Bus Tour on Thursday, March 27, from 8 a.m. to approximately 1 p.m.

District officials said that last year’s bus tour was a huge success, with business, industry, community and education leaders receiving a “bird's eye” view of the many career and technical programs the District offers at Fresno City College, Reedley College and the Career and Technology Center. This year’s tour promises to be even bigger and better.

Due to the high demand from the community and limited seating, reservations are a must. Lunch will be provided for participants. To reserve your spot early, contact Kim Quesada at 559.226.0720, ext. 5906, or kim.quesada@scccd.edu.
