The Development and Resources Management Department (DARM), (Formerly the Planning and Development Department) is the focus of both public and private property development throughout the City, and the sustainable management of its land and water resources and public infrastructure; including, downtown and neighborhood revitalization, long range land use planning, new development entitlements, building permit issuance, building plan check, inspection services, and zoning/housing/nuisance code enforcement and through Resource Efficiency Programs for residential and commercial properties.
