Community Housing Development Organizations

The City of Fresno supports the efforts of a non-profit Community Housing Development Organization (CHDO).  If your organization is interested in becoming a CHDO to develop affordable housing for individuals, families and those with special needs, please contact the Housing Division. The City is cognizant of the work that current CHDO's are doing to alleviate the housing shortage for low-income families in our community and appreciates the dedication and commitment of local non-profit agencies that help make the City of Fresno a better place to live.

CHDO's certified by the City of Fresno are not automatically guaranteed HOME Program funds. CHDO's must compete with other eligible CHDO's requesting HOME funds for proposed projects. CHDO's are also required to demonstrate that they are capable and competent in the development of affordable housing, must be the managing general partner in any proposed housing development, and must have effective project control.

CHDO's are regulated by the U.S. Department of Housing and Urban Development (HUD), National Affordable Housing Act of 1990 (NAHA), HOME Program.

The HOME Program objective is to:
1. Provide decent affordable housing to lower-income households.
2. Expand the capacity of non-profit housing providers.
3. Strengthen the ability of State and local government to provide housing.
4. Leverage private-sector participation.

Please review the CHDO checklist below for requirements your agency is required to meet to become a CHDO.


If your agency is already a City of Fresno certified CHDO, you may respond to Notice of Funding Availability (NOFA) when applicable.
