The Southeast Growth Area (SEGA) planning efforts were launched in late 2006 to meet formal requirements and commitments agreed to by the City of Fresno as part of the Fresno 2025 General Plan, the Fresno City-County MOU, and the City application approval for SOI expansion by LAFCo, which included the City preparing and adopting a community or specific plan with CEQA compliant environmental documents before any development or annexations could take place in the SEGA SOI expansion area. The SEGA area is comprised of a contiguous 9,000 acres along the eastern and southern portions of the existing city limits. Its continuity with the City’s existing boundary, the rapid growth in the existing southeast portions of the City makes the SEGA area the logical next step for the City.
