Why is this important?
The City of Fresno is embarking on one of the most important planning efforts in its history, the Southeast Growth Area, and we want you to be a part of it. The Southeast Growth Area (to view a map of the area, click here) covers over 14 square miles and will eventually house 55,000 residents. This area was designated as the City’s major new growth community in the 2025 Fresno General Plan, acknowledged by the County of Fresno in November 2002, and added to the City’s Sphere of Influence in May 2006.
Planning Process & Preparation of the EIR
As part of the planning process, the City has retained the services of Calthorpe Associates, a highly recognized and reputable planning firm with a tremendous amount of experience preparing Master Plans. A part of this plan will also include the preparation of an Environmental Impact Report (EIR).
Public Participation
In an effort to solicit public participation, the City established a plan committee to assist the City prepare the master plan. The committee has meets occasionally to review documents, to provide insight and to discuss pertinent issues.

Administrative Draft SEGA Document
The administrative draft plan document for the Southeast Growth Area (SEGA) is being released by the City of Fresno to inform all interested persons and facilitate discussion of potential components of the long range land use development strategies for the approximately 14 square mile area. This is an administrative draft plan document and the maps, illustrations and statements may be modified in the future as the various City Departments including the City Attorney’s Office complete their review, or at the time of Planning Commission and City Council public hearings to consider the plan maps and written statements of objectives, policies and implementation measures. These administrative draft written statements were prepared to support the principal land use and circulation plan map which was formally selected by the City Council at a public hearing on July 22, 2008 after numerous public notices and mailings to property owners in the SEGA plan area, SEGA Citizen Advisory Committee meetings, several large community informational workshops, and several Planning Commission and City Council review workshops were conducted. The administrative draft plan, including several requested plan modifications filed by property owners during the filing period provided by the City Council, is now being evaluated in order to prepare an Environmental Impact Report as required by the California Environmental Quality Act (CEQA).

Your interest and the investment of your time to review this administrative draft plan is appreciated, and your informal comments during this initial public evaluation phase are welcomed. It is important to note it is anticipated that this administrative draft plan will be followed by publication of a formal DRAFT Plan and DRAFT Environmental Impact Report covering the Southeast Growth Area, either independently or as part of the Fresno 2035 General Plan Update, to be distributed at a later date during a formal, publically noticed, and well advertised public comment period. You should again submit any comments for the public record at that time based upon subsequent documents released for review and comment.
