Bruce Rudd
City Manager

As City Manager, Mr. Rudd oversees seven departments – Airports, FAX, Gen Services, ISD, PARCS, Personnel, Public Utilities, Public Works, Budget Division. Mr. Rudd joined the City Manager’s Office as interim Assistant City Manager in August 2005, and was permanently appointed to the position in May 2006.

Mr. Rudd has been involved in the transition of the Convention Center to a public/private operation, as well the implementation and integration of the City’s new time and activity and business intelligence software systems. Mr. Rudd has successfully worked with the Mayor’s Office and other policy makers in acquiring federal earmarks that have been used to fund local and regional capital improvement projects. Mr. Rudd has also provided staff support and leadership for other regionally important initiatives including a new Measure C expenditure plan as well as interstate status for State Route 99.

Prior to his appointment in the City Manager’s office, Mr. Rudd served as Director of Transportation/FAX General Manager. In that role, Mr. Rudd was successful in implementing a number of initiatives aimed at expanding and increasing bus service, improving or implementing other mobility options, participated in and implemented a number regional air quality improvement projects. He also introduced other new and innovative technologies that have been used to improve customer service while enhancing operational efficiencies.

In addition to his role as City Manager, Mr. Rudd is currently the Vice Chair of the City’s Health and Welfare Trust, Vice Chair of the City’s award winning Labor Management Task Force, and represents the City of Fresno on the Council of Fresno County Governments Policy Advisory and Rail Committees.

Bruce is a life-long Fresnan and is married to his “high school sweetheart” Ellie, and has two adult children; Peter and Ashley, a daughter-in-law Liz, a son-in-law Lemuri Flores, as well as three grandchildren; Trace, Reagan and the latest addition to the family, a grandson named Lucas.

Renena Smith
Assistant Manager

As Assistant City Manager (ACM) R. Renena Smith demonstrates a passion for public service. She is committed to creating a culture that inspires highly experienced and skilled employees to be innovative and resourceful in providing excellent service to our community.

As ACM she effectively communicates with all levels of the organization and the community on a fair and equitable basis. She takes great pride in promoting collaboration between City departments as well as with other organizations and community partners.

Renena’s 25 year public service career has been multifaceted in that its focus spans a wide range of duties including: financial management, budgeting, personnel, labor negotiations, policy development, strategic planning, leadership, team building and management. She has been with the City of Fresno in excess of 17 years, serving over 8 years as the City's Budget Director, with the most recent 3 years as the ACM. Prior to joining the Fresno team she was employed by the County of Fresno where she gained experience as a municipal auditor, was responsible for the preparation of the Financial Statements for the Fresno County Transportation Authority and coordinated the SB90 State Mandate program across all departments. Additionally, her duties included property tax allocation and reconciliations. Renena came to the County with experience in private sector accounting that she gained at Baker, Peterson & Franklin, CPA's.

Departments currently reporting directly to Renena include: Finance, Personnel, Information Services, Budget, Housing and the Fresno Yosemite International Airport. Renena is also involved in strategic planning for the Public Works, Public Utilities, Planning & Development and Fire Departments. She serves on several internal task force committees as well as being a Workforce Investment Board member. She previously served two years on the Convention and Visitor's Bureau board.

Renena was raised in Fresno and attended California State University Fresno where she earned a Bachelor of Science degree in Accounting with an emphasis in management. In the spring of 2013 Ramona Renena Smith received a Master of Public Administration degree from the University of Southern California.

Renena and Jeff have been married 26 years. They have a 23 year old son, Jeffery, who will obtain his Bachelor of Arts in Journalism from CSU Fresno in December 2014.

Wilma Quan-Schecter
Deputy City Manager

As Deputy City Manager, Wilma Quan-Schecter works closely with the City Manager and Assistant City Manager in the organizational operations and on development, revitalization and special projects of the City. Mrs. Quan-Schecter assists the City Manager Team with the coordination of the activities of City departments; provides leadership in policy formation and implementation; and promotes effective and efficient operations throughout the organization by facilitating interdepartmental cooperation.

Mrs. Quan-Schecter brings over 18 years of planning experience in both the private and public sectors. Prior to her position as Deputy City Manager, Mrs. Quan-Schecter was the Urban Planning Specialist with the City’s Downtown and Community Revitalization Department where she served as the project manager for the Fresno High Speed Rail Station Area Master Plan, Downtown Neighborhoods Community Plan, Fulton Corridor Specific Plan, the Downtown Development Code and oversaw the environmental clearance process for the Fulton Mall Reconstruction Project.

Prior to joining the City of Fresno, Mrs. Quan-Schecter was the owner and principal planner of Planning Resource Associates, Inc., and spent six years at the California Department of Transportation, where she gained experience in transportation planning and modeling. She also served for five years on the Tower District Design Review Committee and co-authored the Tower District Specific Plan Design Guidelines, regulating site planning, urban design, and architecture in Fresno’s Tower District.

Mrs. Quan-Schecter was raised in the Pittsburgh, Pennsylvania area and earned her Bachelor’s Degree from Penn State University and her Master of Business Administration from California State University - Fresno. Mrs. Quan-Schecter is married to Dr. David Schecter and has two sons.
