Mark Scott
City Manager

Mark Scott was appointed City Manager by Mayor Ashley Swearengin and began his work with the City in April, 2010. Mark was born and raised in Fresno, attending Fresno Unified schools, and graduated from Fresno High and Fresno State. He also has an MBA from the Stanford University Graduate School of Business. He began his local government experience with the City of Clovis, where he was Assistant to the City Manager. Mr. Scott then moved to Dallas/Ft. Worth as Manager of Marketing Planning for American Airlines, responsible for the AAdvantage Frequent Flyer program. In 1983, he began a 20-year career with the City of Beverly Hills, 14 of which were as City Manager. Mark has also served as City Manager for the cities of Spartanburg, SC and Culver City, CA.

In Fresno, the City Manager is accountable to the Mayor for overseeing the performance of 14 departments, including police, fire, transportation, water, solid waste, airports, parks and recreation, public works, finance, facilities and various administrative functions.

Mark has been married to Carol Scott for 36 years. They have two grown children who live in Richmond, Virginia and Glendale, California.




Bruce Rudd
Assistant Manager

As Assistant City Manager, Mr. Rudd oversees seven departments – Airports, FAX, Gen Services, ISD, PARCS, Personnel, Public Utilities, Public Works, Budget Division. Mr. Rudd joined the City Manager’s Office as interim Assistant City Manager in August 2005, and was permanently appointed to the position in May 2006.

Mr. Rudd has been involved in the transition of the Convention Center to a public/private operation, as well the implementation and integration of the City’s new time and activity and business intelligence software systems. Mr. Rudd has successfully worked with the Mayor’s Office and other policy makers in acquiring federal earmarks that have been used to fund local and regional capital improvement projects. Mr. Rudd has also provided staff support and leadership for other regionally important initiatives including a new Measure C expenditure plan as well as interstate status for State Route 99.

Prior to his appointment in the City Manager’s office, Mr. Rudd served as Director of Transportation/FAX General Manager. In that role, Mr. Rudd was successful in implementing a number of initiatives aimed at expanding and increasing bus service, improving or implementing other mobility options, participated in and implemented a number regional air quality improvement projects. He also introduced other new and innovative technologies that have been used to improve customer service while enhancing operational efficiencies.

In addition to his role as Assistant City Manager, Mr. Rudd is currently the Vice Chair of the City’s Health and Welfare Trust, Vice Chair of the City’s award winning Labor Management Task Force, and represents the City of Fresno on the Council of Fresno County Governments Policy Advisory and Rail Committees.

Bruce is a life-long Fresnan and is married to his "high school sweet heart" Ellie, and has two children; Peter, Ashley, and a daughter-in-law, Liz as well as two grandchildren; Trace and the latest addition to the family, a granddaughter named Regan.
