Andrew T. Souza

Andrew T. Souza’s has over twenty years of management experience with the City of Fresno. His tenure includes serving as the City Manager for the last three and a half years, and as Assistant City Manager for the previous four years. He also served eight years as the City’s Controller, with the last 4 of those years serving as the Controller/Director of Administrative Services.

Throughout his career with the City, Mr. Souza has provided strong leadership and strategic planning combined with solid fiscal administration. He has been the lead on some of the Mayor’s key initiatives including implementing the City towards its new normal of outcome focused government as well as the outsourcing of the City’s Convention Center operations. Mr. Souza has been involved in committees for both the Governmental Finance Officers Association (GFOA) and the League of California Cities.

Currently, Mr. Souza serves on the Board of the United Way of Fresno County. He has previously served in elected positions on the Kingsburg City Council and the Caruthers Elementary School Board. He has also served on the Board of Directors for Valley Teen Ranch, with terms as Board President and Treasurer, and has taught courses at Fresno Pacific University. Andy is married to Marcia and they have three children, Robyn, Kevin, and Trent, a son-in-law, Bryan, and a grandson Cole.
