Rosalyn Belluomini, serves District Four as Chief of Staff. Rosalyn deals with many district issues, manages the office and staff, including hiring, training etc. She also assists with legislative and city-wide issues. Other responsibilities include maintaining the District budget, meeting and event representation as well as handling District Four press conferences, releases and media relations.

Prior to serving in District Four, Rosalyn was one of Council member Jerry Duncan’s Council Assistant in District Six for four years.

Over the years, Rosalyn has worked in various entities such as the Fresno County Sheriff Dept., the Catholic Diocese of Fresno, Maximus Recording Studios, and several banks. In the 1990’s, Rosalyn was a business owner and consultant for a number of years. The nature of the business included mystery shopping, creating business plans, HR handbooks and others areas to encourage good business growth and customer service.

Academic degrees include Criminology, Behavioral Science and Psychology. Rosalyn has constantly taken courses, attended seminars and received certifications for a variety of business related subjects as well as personal interest. Over the years, Rosalyn has been a member of many city and community boards, a volunteer for schools and church and has managed campaigns.

Born in Manhattan, New York, Rosalyn has resided most of her life in Fresno. She and her husband Captain David Belluomini enjoy the fabulous Fresno life, the adventure of travel and especially, their combined, wonderful family of seven children, Miranda, Martin, Lesley, Kurt, Marshall, Melina and Monika.



Nicole DeMera, joined the District Four office in September 2005. She is in charge of the districts requests for service and other district issues. She also assists with field work, correspondence, and regular office duties. Other responsibilities include attending meetings and event representation.

Nicole's vast work experience and professional manner has been an asset in handling difficult projects and resolving constituent problems. Over the years, Nicole has worked in the media industry and has the experience to deal with the public and to efficiently assist constituents, even amid hectic situations.

Nicole has a degree in Business Administration and has taken classes on various work related subjects and is a recent CERT (Community Emergency Response Team) graduate.

Nicole has done volunteer work for various organizations in the Fresno community for a number of years.

Nicole lives in Fresno with her husband Anthony and her two step daughters, Danielle and Mikaela. On June 30, 2008, Nicole and Anthony were blessed with twins, Ashton and Isabella.



Monica Yang joined District 4 in January 2008. Monica's duties include scheduling, answering phones, carrying out Councilmember requests, organizing mail and District 4 meetings, as well as field work, request for services, and filing.

Monica graduated from the California State University of Fresno with a major in Business Administration and an emphasis in Entrepreneurship. She also has a certificate in Special Event Planning.

Monica has an extensive background in community work with Fresno agencies and non- profit organizations. For many years, Monica volunteered at Stone Soup of Fresno as a traditional dance instructor for the children of the El Dorado Park community. She also served as a Hmong literacy teaching assistant for the Hmong Cultural Academy and has over 5 years of experience as Hmong/English interpreter for different agencies throughout the Fresno/ Clovis area.

Monica lives in Clovis with her husband Pao Ly Vang and their two dogs, Sugar and Hunter.
