REQUEST FOR PROPOSALS (RFP) FOR
CONSOLIDATED RENTAL CAR SERVICE FACILITY (CRCF)
FUEL FACILITY OPERATOR (FFO)

PROGRAM NARRATIVE

The City of Fresno, California (“City” or “Airport Department”) is soliciting proposals for a contractor to provide maintenance and service for an automotive fueling facility to be used in common by multiple rent-a-car companies for the receipt and storage of their automotive fuels and for distribution of the fuel into their vehicles. The facility will be designed, financed and constructed as an integral part of the Consolidated Rental Car Service Facility (CRCF) at the Fresno Yosemite International Airport. The facility is scheduled to open July 2008.

Proposals are to be submitted at City of Fresno – Airports Administration Office, located at 4995 East Clinton Way, Fresno, CA 93727 prior to 5:00 p.m. on May 29, 2008.

All proposals must be made on the proposal forms provided by the Airport.

SCOPE OF SERVICES

The Fuel Facility Operator (FFO) will maintain, repair and replace as necessary all equipment, material, supplies, licenses, permits and all other items that may be required in order to provide an uninterrupted fuel supply. The FFO will take full responsibility for the system. FFO will also be required to enter into a separate agreement with the six on-airport Rental Car Agencies for the delivery of fuel.

A pre-proposal conference will be held at 10:00 a.m. on Thursday, May 22, 2008 at the Office of the Airports Administration, Delta Conference Room, 4995 East Clinton Way, Fresno, California.
