SMART Program General Design Criteria
The following measures are general program design criteria. However, work is specified on a case by case basis to provide the most efficient noise reduction for each home.


Attic Insulation
(R-30) If required, attics over living spaces will be insulated. Inaccessible attic areas (or no attic) and walls will not be insulated. Insulation will be batts or blown-in fiberglass.

Exterior doors exposed to noise will be replaced with acoustic doors.

  • Existing carved, panel and solid core doors exposed to noise may be retained if the noise consultant determines that the target noise reduction level can be attained with the installation of a storm door.
  • Glazed (window) areas and/or decorative moldings are available for doors (no cost to homeowners) if the existing doors have glazed (window) areas or are carved or paneled. (Designs are limited due to program guidelines and door design acoustic characteristics.)
  • Garage to living area doors will be treated to reduce noise.
  • New doors will be painted or stained to match existing.
  • New weatherstripping will be surfaced-applied, not interlocking.

Windows and Sliding Glass Doors of living areas will be treated or replaced with acoustic units.

  • Windows and exterior doors at the living areas of the home will be replaced. Windows and doors at storage rooms, garages, porch areas, or lightly constructed additions will not be replaced.
  • New windows will be fixed, vertical hung, or horizontal-sliding, depending on existing conditions.
  • Mullions (window dividing bars) and tinting are available on new windows when replacing existing windows that have tinting or mullions patterns.
  • New wood or metal trim will be applied, as needed, for the new windows.

Attic vents, and exhaust vents as in kitchen ceilings will be baffled.

Evaporative Coolers/Air Conditioning

  • Existing cooling and heating ducts and systems will be modified as required to reduce noise infiltration. Qualified engineering consultants will specify the modifications to be done.

Alarms

  • Smoke alarms will be installed, if needed, at each bedroom and in the hall.
  • Existing operable security alarms will be reconnected at new windows and doors.

Miscellaneous

  • Glass door assemblies and top mount dampers will be installed, if needed, at fireplaces.
  • Through wall mail slots and pet doors will be treated.
  • Security bars will be removed and reinstalled as required for acoustic installations. Security bars at bedrooms over windows or doors providing secondary egress will be reinstalled if they have code approved release mechanisms.

Home Owner Responsibilities

  • Execute an navigation easement to be recorded on the property.

  • Review and approve the plans prior to construction.
  • Clear areas for access where construction will occur, i.e. windows, attic access, etc.
  • Provide access for construction, inspection and punch list correction work and acoustic testing.
  • Be present during construction, or designate another responsible person.
  • Maintain all windows, doors and other items after construction is complete.
