The EIR addresses the requirements of the California Environmental Quality Act (CEQA) by evaluating the potential environmental impacts associated with the implementation of the Downtown Neighborhoods Community Plan, Fulton Corridor Specific Plan, and Downtown Development Code. Typical impacts may include: traffic, air quality, noise, city services, land use, and historic and cultural resources, among others. The EIR discusses these environmental topics and determines which ones may result in significant impacts. It also describes mitigation measures to reduce the severity of identified potential impacts.
EIR Notice of Preparation (NOP)
The Notice of Preparation (NOP) has been sent to the relevant agencies, kicking off the environmental review of the Fulton Corridor Specific Plan (FCSP), the Downtown Neighborhoods Community Plan (DNCP), and the Downtown Development Code (DDC). The NOP is a brief notice sent by the City to notify the responsible agencies, trustee agencies, involved federal agencies, and the public that the City is preparing an Environmental Impact Report (EIR) for these documents. The purpose of the NOP is to solicit guidance from those agencies and individuals regarding the scope and content of the environmental information to be included in the EIR. The EIR must be completed and certified before the City Council may cadopte the FCSP, DNCP, and the DDC.

EIR Scoping Meeting
On Tuesday, April 17, the City of Fresno hosted the EIR scoping meeting. During this public meeting, the City and consultant team delivered a brief overview of CEQA and its processes as they pertain to the proposed project and community members provided comments regarding the scope and content of the EIR.
