Mayor-elect Swearengin Announces Additional Staff Appointments

Mayor-elect Ashley Swearengin today announced appointments to her executive staff, and the City Manager’s office announced new appointments to the Communications Office (formerly the Public Affairs Office).

While job titles and duties have been modified in some cases to clarify roles and improve organizational effectiveness, no additional staff positions have been added to the City of Fresno budget.

“I believe we have assembled an outstanding team of professionals who will be able to hit the ground at full stride in January,” said Mayor-elect Swearengin. “Each one of these talented individuals brings impressive skills to their roles, and each of them is fully committed to moving Fresno into the ranks of California’s top-tier cities.”

Executive Personnel:

Georgeanne A. White – Director of Government Affairs/Interim Chief of Staff
Currently, Georgeanne White serves as chief of staff to Mayor Alan Autry, a position she has held since 2001. In that role, she has served as senior policy advisor and has oversight over all operations of the Office of the Mayor. She holds a bachelor’s degree in business administration from California State University, Fresno. As Director of Government Affairs, White will coordinate and promote Mayor Swearengin’s legislative agenda and will serve as the lead liaison to local, state and federal agencies. White will also serve as Interim Chief of Staff until the position is filled, which is expected by February.

Kelli Furtado – Deputy Chief of Staff
Kelli Furtado is currently associate director of the Office of Community and Economic Development (OCED) at California State University, Fresno. The OCED is the lead agency for the Regional Jobs Initiative and the California Partnership for the San Joaquin Valley. Furtado’s professional experience includes human resources, financial management, budget forecasting, administrative and operational organization. She will provide executive support to the Mayor, including advance briefings, high level correspondence/communication, recordkeeping, and other operational support for the Mayor’s office.

Cheryl Burns - Special Assistant to the Mayor
Cheryl Burns currently serves as special assistant to Mayor Alan Autry, a role she will continue under Mayor Swearengin. She began her service in the mayor’s office in 2002 as scheduler before expanding her duties to include overseeing constituent services and assisting with other administrative projects. Ms. Burns graduated with a bachelor’s degree in liberal studies from California State University, Fresno and is currently pursuing a master’s of public administration.

Jennifer Hammock – Administrative Assistant
Jennifer Hammock is a native of Los Angeles. She relocated to Fresno after earning an athletic scholarship to California State University, Fresno and graduated with a bachelor’s degree from the Craig School of Business. Ms. Hammock has worked with the Fresno Association of Realtors and is founder of a local event planning business. She enjoys serving her community through her church where she is the founder of Precious Pearls, a mentoring program for teenage girls.

In addition, David Schecter, current co-chair of the Mayor-elect’s transition team, will serve as a part-time Special Advisor to the Mayor for the first six months of the administration. He will provide research support and policy analysis on key initiatives during the continued transition, with particular focus on implementation of Mayor-elect Swearengin’s ‘First 100 Days’ initiatives.

Communications (formerly Public Affairs) Office Personnel

Randy Reed – Director of Communications
Randy Reed has enjoyed a successful career in local media spanning more than 25 years - with extensive experience in print, radio and television. He earned a bachelor’s degree in communications from California State University, Fresno and served as public affairs officer for the City of Fresno from 2000-2002. He is currently employed with the Fresno County Office of Education (FCOE), where his role includes developing, writing and producing a variety of multimedia content and managing FCOE’s educational television channels. As communications director for the City of Fresno, Mr. Reed will be responsible for coordinating citywide communications efforts and expanding public awareness of and access to city services and resources through the use of new media resources.

Michael Lukens - Press Secretary
Michael Lukens currently is director of communications for the Office of Community and Economic Development at CSU, Fresno, with primary responsibility for coordinating the communications efforts of the California Partnership for the San Joaquin Valley. Mr. Lukens serves as host of The Maddy Forum, a weekly public affairs radio program. He previously served as press secretary for Congressman George Radanovich and deputy press secretary in the Pennsylvania Governor’s office. Mr. Lukens earned a bachelor's degree in public policy from Penn State University and a master’s of public administration from California State University, Fresno. As press secretary, Mr. Lukens will facilitate daily media relations activities on behalf of the City.

Bryce Marshall – Multimedia Coordinator
Bryce Marshall is currently on the City of Fresno Public Affairs Department staff and will continue in that role in the Swearengin administration. He previously worked as a news photographer and editor with KGPE-TV in Fresno. Mr. Marshall earned his bachelor’s degree in communications from California, State University, Fresno. As multimedia coordinator, Mr. Marshall will be responsible for developing a variety of informational content for the City of Fresno website, city video channels and other outlets.
